THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)

Within the OECD’s Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders, for language services (interpretation and translation), for safety and fire security of OECD staff, delegates and visitors, and for the management and operation of OECD buildings in Paris and OECD Centres abroad.

THE POSITION

EXD/CSI is looking for a Digital Project Manager to manage digital projects and contribute to other digital-related initiatives. The selected candidate will work under the general supervision of the Digital Strategy and Projects Manager of EXD/CSI.

Main Responsibilities

Digital Projects

·       Contribute to digital projects required for operations improvements over the medium-term while following established priorities.

·       In collaboration with EXD/DKI (Digital, Knowledge and Information Service), other EXD services and  external consultants, co-ordinate actions required to establish functional and technical specifications for selected digital projects. Ensure that CSI functional and reporting needs are properly covered.

·       Establish implementation and costing plans for the selected digital projects and co-ordinate calls for tender for suppliers capable of developing the projects or providing off-the-shelf solutions.

·     In collaboration with EXD/DKI, other EXD services and external consultants, co-ordinate the development of applications by preparing and implementing work plans, monitoring frameworks, providing comprehensive documentation and regular reporting, testing plans, initiating regular user meetings and contributing to organisation-wide communications.

·       Ensure that digital data managed in tools is available for reporting and statistics purposes. 

Support and Co-ordination

·       As requested by EXD/CSI senior management, review administrative and operational processes with a view towards driving efficiency and improving quality of services.

·       Support CSI functional teams to optimize the use of digital solutions.

·       Participate in co-ordination meetings concerning digital strategy and digital projects as required.

·       Prepare regular progress reports for senior management.

·       Participate in any other digital or IT-oriented project, as needed.

Ideal Candidate Profile 

Academic Background

·       An advanced university degree in information technology or related field. 

Professional Background

·       At least three to five years’ experience in IT project management, preferably in an international organisation, national administration or research institute.

·       Proven experience analysing and optimising operational processes and in designing digital applications used by a large number of users across the globe.

·       Experience managing IT and digital projects.

       ·       Experience managing external consultants and support staff and working as part of a multicultural team.

·       Communications experience demonstrating the ability to relay complex, technical information clearly and concisely to non-expert audiences, including written content and presentations.

Tools

·       Proficiency in the use of standard software applications (MS Office).

·       Knowledge of project management methods and tools.

Languages

·       Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

·       Two-year fixed contract with possibility of renewal.
