Responsibilities:

1. Bid Prioritization, multi-year pipelines and strategic growth

·Lead Senior Bid Managers to undertake annual bid identification and prioritization process working across sectors to identify priority bids and build a multi-year pipeline. Develop system/processes to track bids per sector, ensure optimal number of bids, and provide problem solving/negotiation support to ensure consensus across stakeholders.

·Inform development of Priority Bids Dashboard providing information to reflect progress on bids in capture and live phases. Provide status updates and report on progress across multiple stakeholders in the organization including executive leadership teams if needed on behalf of the Director.

·Develop and institutionalize new systems and processes on bid prioritization: document SOPs, orient/train staff/key stakeholders, gain consensus and identify capacity building and/or resourcing challenges to help put in place solutions.

·Provide input to define new business strategy to expand development assistance funding from USG leveraging insights garnered from capture on donor priorities, competition and CARE strengths.

2. Go/No Go and Capture Phases

·Provide problem solving support to support go/no go including analyzing landscape analysis/scoping reports and conducting senior level discussions/negotiations with key stakeholders on prioritization and resourcing.

·Lead Bid Management team to understand and apply rules/regulations of working with CARE Member Partners ie non CARE USA Country Offices.

·Lead Bid Management team to ensure greater understanding of proposal development in capture and live phases ensuring clarity on: capture deliverables, roles/responsibilities of key stakeholders, staffing and LOE requirements.

·Accountable for ensuring Bid Managers achieve capture and live bid deliverables on time, within budget and at agreed upon standards. Responsible for identifying and escalating issues which pose challenges in capture and live bids and put achieving deliverables at risk. Refine/enhance a system and processes for tracking capture deliverables

·Lead Bid Managers to ensure pipeline of bids are adequately resourced. Identify and secure support for surge support. Manage surge support/consultants if needed. Refine/enhance system for tracking priority bids and resource allocation.

·Review drafts of proposals to ensure compliance and competitiveness of proposals.

·Develop and institutionalize new systems and processes on go/no go and capture: document SOPs, orient/train staff/key stakeholders, gain consensus and identify capacity building and/or resourcing challenges to help put in place solutions.

3. Live Bids Phase

·Perform Bid Management responsibilities when needed including RFTOPs and other bids which require fast turnarounds.

·Lead Senior Bid Managers to manage surge support (writers, bid managers)

·Review drafts of proposals to ensure compliance and competitiveness of proposals.

·Develop and institutionalize new systems and processes on live bids: document SOPs, orient/train staff/key stakeholders, gain consensus and identify capacity building and/or resourcing challenges to help put in place solutions

4. Team Management

·Lead Senior Bid Managers in team workload management. Shift staff resources where necessary and monitor workloads, bringing in external consultants where necessary for surge capacity. Refine/develop a system and processes for tracking team workload management.

·Guide and mentor staff when they face challenges on their bids, and help them to respond to increasingly challenging roles that might include developing technical solution design processes, writing important sections of proposals, and/or negotiating strategic teaming arrangements.

·Serve in acting capacity, in the Director’s absence.

Qualifications:

·10-15 years of relevant prior experience, with at least 10 years of management-level experience in USG business development.

·At least five years of experience in USG business development in food/water systems (Feed the Future funding).

·At least five years of experience in USG program management/implementation with an INGO in food/water systems (Feed the Future funding).

· Demonstrated experience leading and winning new business from USG donors.

·Strong understanding of USG funding requirements for cooperative agreements.
