Position Title: Director, Global Safety and Security

Location: Remote Department: Global Operations

Position Overview: The Director for Global Safety & Security is responsible for establishing the operational standards for safety and security. The Director leads organizational efforts to promote staff safety and security, asserting a global agenda that provides conceptual and technical leadership, promotes learning, mobilizes and stewards resources and engages with the wider development community. This role will include ongoing threat assessment and advising on risk management; the maintenance of appropriate guidelines; and ensuring that field working practices are robust and that all staff are aware of, trained on, and follow these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation. The Global Safety and Security Director will work with other NGOs and main embassies security focal points as well as other contacts in areas of operations to facilitate and secure Winrock’s field missions and operations.

POSITION RESPONSIBILITIES

Major Responsibilities Provides vision, leadership and training initiatives to organizational efforts that enhance staff safety and security while ensuring specific and defined mechanisms are in place to address safety and security risk to staff globally. Establish, review and support implementation of safety and security procedures for Winrock International globally, and facilitate collaboration with other NGOs, other international organizations, government and other stakeholders. As a core member of the Global Crisis Management Team (CMT), is available for immediate response and/or mobilization to assess emergencies, identify safety and security aspects relating to program interventions, set-up security and communications support systems and communicate internally/ externally. Monitors, researches and assesses factors regarding safety and security of Winrock International offices and staff through the collection and analysis of security incident reports.

Works closely with safety and Security Focal Points in all countries where Winrock works to understand the ongoing environment, provide guidance and support, provide capacity building, and review local security plans and procedures. Around-the clock responsibility for monitoring global security conditions, with focus on the countries Winrock International operates in. Anticipates and responds directly and proactively to staff that may be impacted by emerging events or conditions. Supports new business development efforts by providing strategic and budgetary guidance for proposals. Undertakes targeted technical assistance missions to field office, prioritizing those in high-risk contexts to build capacity, ensure appropriate security measures are in place and train local staff and project leadership. Serves critical external and internal representation role, to raise the profile of Winrock International, particularly around safety and security of NGO workers, NGO security collaboration, and Winrock International’s unique approaches to working with children and youth, vulnerable and other at-risk populations. Delivers and/or facilitates staff safety and security training both in headquarters and the field. Provides pre-departure briefings and assists with security coordination for all travel to higher risk locations. Manages Winrock’s Travel Security Program. This includes coordinating medical and security evacuations with Winrock assistance provider (International SOS), as well as managing and administering the ISOS travel tracker and travel alerts programs. Other duties as assigned.

POSITION QUALIFICATIONS:

Education: Bachelor’s degree in development or security related discipline or equivalent combination of training and experience which provides a broad range of security related experiences. Experience: 10 years of senior security experience, 5 of which must have been in a safety and security management role, strong preference with the UN or INGO. Prefer a minimum of 3 years in an overseas posting (non-native country), with at least 2 of these in a management capacity. Computer/Technical Skills: Strong software skills and advanced knowledge of spreadsheets and PowerPoint. Microsoft SharePoint is a plus. Communication Skills: Good interpersonal skills and ability to work cross culturally. Ability to write clearly and concisely. Language: Must have excellent English oral and written language skills. Required Travel: Up to 20% travel, domestic and internationally.

Position-Specific Skills: Ability to work in a team-oriented environment. Flexibility to assume a workload which frequently necessitates an adjustment of priorities. Firm understanding and sense of the importance of paying attention to detail. Superior knowledge of safety and security management, the issues related to the security and protection of NGO field workers, and legal protections/ rights of aid workers and the populations they assist. Proven ability to set strategic direction and develop operational plans. Expertise in the analysis of security threats, risks and vulnerability in international field settings including both qualitative and quantitative methods. Demonstrated success in the management and development of dispersed geographic and multi-disciplinary teams with the ability to catalyze and influence team members across functions and disciplines. Demonstrated experience in capacity building of staff, including training, mentoring and coaching. Ability to cultivate and steward relationships with partners and donors. Previous training and experience in international safety and security roles. Excellent report writing, presentation, public speaking and interpersonal skills. Demonstrated experience utilizing an influential style of leadership. Demonstrated ability to exercise superior judgment, political acumen and problem-solving skills. Experience in researching and drafting policy. Experience with and ability to effectively manage dangerous, ambiguous, high-stress and high-stakes situations.
