POSITION TITLE: Director – Human Resources, USAID’s Esho Shikhi Activity LOCATION: Dhaka, Bangladesh DEPARTMENT: Human Rights, Education, and Empowerment STATUS: Full Time REPORTS TO: Chief of Party NUMBER OF POSITION: 1 (one) TENTATIVE START DATE: 01 October 2024, one year contract (renewable) POSITION SUMMARY: The Director of Human Resources leads the implementation and management of Winrock Human Resource policies and programs on the Esho Shikhi Activity and ensures that all policies and procedures are being adhered to, including compliant human resource records. The Director of Human Resources is responsible for overseeing recruitment, hiring, orientation, compensation and benefits, training and development, performance appraisals, employee relations, and the off-boarding process. There are approximately 150 staff members on the project. The Director of Human Resources will strengthen and lead the HR team, set objectives for the HR team, and track progress. Working with the HR Manager, they will lead the project organization and maintenance of HR files, performance reviews, monitoring and tracking of employee benefits, and ensuring that both Bangladeshi laws and Winrock International policies are adhered to. Specific responsibilities include but are not limited to: · Oversee and provide guidance on recruitment, selection, and hiring processes for the project, including working with the senior management team and hiring managers to define strategic staffing plans that ensure that the project has the appropriate staff in place, in alignment with overall strategies. · Review final job descriptions and oversee the recruitment and evaluation process for prospective candidates. · Liaise with the Regional Winrock HR representative in Manila on behalf of the Esho Shikhi Activity. · Partner with the HR Manager to ensure Esho Shikhi adheres to Bangladeshi labor law and Winrock International/Esho Shikhi policies and procedures as outlined in relevant policies and manuals. Lead updates and revisions to the HR policy manual as needed. · Work with the HR Manager to ensure the project staffing plan is aligned with the Bangladesh Local Compensation Plan. · Act as a project HR Administrator for the could base HRIS, Dayforce system and manage recruitment software Greenhouse. · Oversee the development of vacancy announcements to ensure they are widely posted. · Oversee performance management and serve as a resource for staff and managers on performance and HR issues. · Partner with the COP, HR Manager, or Regional HR Representative to actively resolve issues concerning employee relations. · Supervise onboarding and orientation for new staff members. · Oversee the implementation of a leave tracking system that includes staff working with Esho Shikhi and working with managers to ensure leave management is in compliance with the policy or handbook. · Ensure the implementation of a recruitment tracking system. · Develop and provide training for supervisors on performance objective development and staff evaluations. · Lead ethics, code of conduct, child protection, and other relevant training as needed and in collaboration with Winrock’s home office. · Ensure timely completion and filing of all HR documentation. · Provide support and guidance to staff and supervisors throughout the performance management cycle. · Actively supervise the HR Manager with the objective of strengthening HR competency, transferring HR skills, and building capacity. · Create learning and development programs and initiatives that provide internal development opportunities for the HR team and employees. · Oversees the daily workflow of the department and maintains HR systems and processes. · Elevate human resource concerns to the Chief of Party as needed. · Communicate any changes in HR policies and procedures to project staff. · Other tasks and duties as assigned. REQUIREMENTS AND QUALIFICATIONS: Education: Requires a master’s degree in human resources management, or a relevant discipline with combined relevant experience. Work Experience: · Minimum of 10 years of experience working on human resources in Bangladesh in progressing management roles. · Previous experience with U.S. government funded projects. · Demonstrated knowledge of management processes and systems, such as human resources management and development (including performance evaluation), and management of employee compensation systems. Skills: · Excellent interpersonal, organizational planning, and analytical skills · Ability to work productively whether independently or in a team environment · Proven oral and written communication skills in English and Bengali · Demonstrated knowledge of Bangladesh labor laws · Proficient using MS Office – Outlook, Word, Excel, and PowerPoint Salary: Salary will be commensurate with qualifications and experience.
