POSITION SUMMARY
The Director of Finance, reporting to the Assistant Director General & Head of Operating Enabling Division (ADG) leads the Finance Unit, and in particular those areas related to accounting, budgeting, procurement and reporting of the entire organization. The Director supervises staff and ensures that the work undertaken by the Unit is of a high standard and done so with integrity.
PURPOSE
- Design frameworks and innovative financial management programs, in collaboration with the ADG, departmental/divisional management and others, that enable the GGGI’s Strategic Plan to be implemented;
- Motivate finance staff and staff across the organization to be consistent with integrity principles and to work within the parameters governing the financial management framework and resource availability;
- Ensure accuracy of advice and counsel on all aspects of financial management to facilitate timely decision-making by Management;
- Recommend to Management and line management sound mitigation/corrective strategies to ensure transparency, accountability and coherence in budget management.
ENGAGEMENT
- Develop and operationalize sound financial systems that promotes governance, compliance and controls exceeding the conformance required by the external auditors.
- Secure support from Management on the promotion of a culture of accountability, integrity and compliance and foster an environment of financial responsibility across GGGI;
- Develop partnerships that has mutual benefit to the various parties and extends best financial practices developed to other international organizations;
- Communicates sound messages within GGGI, and externally on the financial capabilities of the organization.
DELIVERY
- Lead the Finance Unit and develop, in collaboration with the ADG, annual strategic objectives and work plans for the Finance Unit, as well as more generally the whole organization, to deliver Financial services that will ensure the availability of short and medium term resources and their effective utilization;
- Integrate internationally recognized financial standards and professional ethics into GGGI’s work processes to maintain the innovativeness but also the integrity of the system;
- Actively be involved in corporate decisions along with the ADG, senior Management and the Council ensuring that organizational resources are effectively and efficiently utilized;
- Be accountable for the overall control function and its implementation;
- Recognize within the international organization finance community and present at such groups.
REQUIREMENTS
QUALIFICATIONS
- Post-graduate qualifications in accounting, finance, economics, business administration, or other relevant areas.
- CPA or a CMA or similar internationally recognized qualifications required
- At least 12 years of relevant experience in finance and accounting roles.
- At least 5 years of leadership experience managing finance function and working with cross-functional collaboration units.
- Robust understanding of financial analysis, planning, reporting, and budgeting procedures, under international cooperation frameworks.
- Sound expertise with international financial regulations and compliance requirements.
- Proficiency in financial software, systems, and data analytics tools, such as Unit4Business (ERP), In-tendorganiser (e-Procurement), among others.
- Experience working with developing countries and working experience in multi-cultural environments is a must.
- At least two (2) years of working experience, outside of home country.
- Experience of working with International Organizations and familiarity with donor reporting requirements.

- Strong track record in leadership and management roles, with responsibility for strategic direction setting, work program and budgets.
- Substantial people management experience, ability to coach and mentor team members to develop their full potential.
- Proven track record of strategic financial planning and decision-making.
- Demonstrated experience in successfully leading and managing the planning, design, and delivery of innovative financial management systems or other relevant settings.
- Sound knowledge and expertise in developing successful organizational and program level systems for financial planning, budgeting, procurement, or other relevant areas.
- Sound expertise with different operational financial systems that promotes governance, compliance and controls exceeding the conformance required by the external auditors.
- Ethical mindset and commitment to upholding financial integrity.
- Ability to initiate, review, synthesize information and produce high quality financial, and written reports (in English).
- Independent, with ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail.
- Excellent written and oral communication and presentation skills in English, to prepare material for donors and internal stakeholders both in written format and in person.

WORKING CONDITIONS
The Finance Director is an X12, international grade level in GGGI’s salary scale. For X12 International grade, the base salary starts from USD 140,208. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance – equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
