FHI 360 is seeking qualified candidates for the position of Director of Monitoring, Evaluation, and Learning (MEL) for the anticipated USAID-funded Lesotho Sustaining Epidemic Control through Unified Prevention (SECURE). The purpose of the project is to advance prevent, detect, and respond to new HIV infections through unified approaches to prevention and strengthened community systems. SECURE will advance the Government of Lesotho’s (GOL) efforts to improve access to combination prevention services for people at risk of acquiring HIV.

Monitoring and evaluation jobs Summary:

The Director of MEL will be responsible for designing and implementing a comprehensive MEL framework to measure project outcomes, track progress, and facilitate continuous learning and improvement. Working closely with project teams, government counterparts, and other stakeholders, you will play a crucial role in ensuring that project activities are evidence-based, results-oriented, and responsive to the evolving needs of beneficiaries and stakeholders.

Monitoring and evaluation jobs Accountabilities:

• Lead the development and implementation of the project’s MEL framework, including the design of performance indicators, data collection tools, and evaluation methodologies.
• Supervise MEL team members, including monitoring performance, leading professional development efforts, and identifying capacity building opportunities.
• Establish systems and protocols for collecting, analyzing, and reporting project data in compliance with USAID requirements and best practices in MEL.
• Coordinate with project teams to ensure that MEL activities are integrated into all stages of project planning, implementation, and evaluation.
• Provide technical guidance and support to project staff and partners on MEL concepts, methods, and tools, including capacity-building initiatives as needed.
• Collaborate with government agencies, academic institutions, and other partners to leverage existing data sources and promote data sharing and collaboration.
• Conduct regular monitoring visits to project sites to assess progress, identify challenges, and capture lessons learned for adaptive management.
• Lead the design and implementation of project evaluations, including baseline studies, mid-term reviews, and final evaluations, to assess project impact and effectiveness.
• Facilitate knowledge-sharing and learning activities within the project team and with external stakeholders to promote a culture of evidence-based decision-making and continuous improvement.
• Prepare and disseminate timely and high-quality MEL reports, presentations, and other materials to USAID and other stakeholders, highlighting key findings, lessons learned, and recommendations.
• Ensure compliance with ethical standards and protocols for data collection, storage, and use, including the protection of sensitive information and the rights of study participants.

Monitoring and evaluation jobs Applied Knowledge & Skills:

• Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
• In-depth functional experience with projects of similar size and scope.
• Strong diagnostic, analytical and problem-solving skills.
• Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
• Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.

Education:

• Master’s Degree or its International Equivalent in Health, Behavioral, Life/Social Sciences, International Development, Human Development or Related Field.

Experience:

• Minimum of 12 years of experience in monitoring, evaluation, and learning, with at least 7 years of experience managing MEL activities for USAID or other donor-funded projects.
• Demonstrated experience in designing and implementing MEL frameworks for complex health programs, preferably in low-resource settings.
• Experience managing and building capacity of junior staff.
