Your team

The Director of People reports to the Director General and is responsible for defining, implementing and monitoring relevant strategies, rules, policies, procedures and services adapted to the Agency’s current and future needs in relation to its Human Resources and for maintaining good partnerships with the Agency’s directorates.

Your role

Your role will be to:

  • Establish the HR strategy in support of business development, its execution and the development and implementation of related HR policies, including the introduction of KPIs.
  • Establish partnerships with the directorates to build and implement dedicated HR plans to support the achievement of their strategic goals through delivery of value-added HR services.
  • Advise senior management on people matters, always bearing in mind the overall EUROCONTROL objectives.
  • Support the business through the involvement of HR services.
  • Ensure that EUROCONTROL has a futureproof workforce strategy considering internal and external factors (for example succession planning, digitalisation, Strategic Workforce Planning (Plan2Lead), employee engagement (All on Board), labour market, etc.).
    • Design and oversee an effective strategic workforce planning process; understand the organisation and its environment, analyse, organise, and forecast workforce requirements (determine critical roles, competencies and functions, identify talent gaps, surpluses or skills mismatches) and implement solutions to align the workforce with business objectives.
  • Design and drive the HR organisational transformation to move the HR organisation from a more transactional, administrative function towards a real strategic business partner.
  • Support organisational design, the review of current structures and implementation of a “future-ready” organisational structure that is cost-effective, increases productivity, drives agility, ensures alignment with strategic objectives and achievement of business objectives.
  • Define and implement strategic initiatives that support the entire employee cycle and best experience from attracting, to retaining and to offboarding.
  • Manage, oversee and improve where possible HR processes: compensation & benefits, staff development, succession planning, staff performance management and talent acquisition and ensure alignment with business needs.
  • Manage the wellbeing and engagement of all employees. Take care of psycho-social prevention and welfare services, as well as mediation and medical services.
  • Manage the implementation of Agency ethical standards and the development of initiatives to create an organisational culture that promotes and implements diversity.
  • Use HR analytics to identify and quantify people drivers of business outcomes.
  • Oversee HR risk management ensuring correct governance is created and maintained for all people areas, supported by relevant regulations, tools and training.
  • Manage the execution of staff and pensioners’ rights and obligations.
  • Contribute to the social dialogue process.
  • Maintain the provisions of the staff employment conditions and the execution of HR processes; these tasks shall be carried out Agency wide, except when relating to the Maastricht Upper Area Control Centre (MUAC).
  • Work closely with MUAC to develop Agency-wide HR policies and KPIs to support a one-Agency HR approach.

In her/his function as a member of the senior management team:

  • Lead and manage the operations of the Directorate and its staff.
  • Contribute to the overall strategic management of the Agency.
  • Work as a team member of the EUROCONTROL Senior Management Group.
  • Carry out any other task in line with the main purpose of the job and/or as directed by the Director General.

Required qualification, experience & competencies

  • University studies of 4 years in a relevant area (Master’s degree or equivalent).
  • Internal candidates should go to page check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Relevant professional certification in the use of attraction, selection, retainment, and development tools or related activities is desirable.
  • Minimum of fifteen (15) years of experience in progressively responsible management or strategic roles within the field of Human Resources. This experience should be gained in an international organisation within the public, private or third sectors.
  • Proficiency of human resources management strategies, principles and best practices.
  • Experience in providing policy support to Member States, EU entities, and/ or international organisations in matters related to HR management is highly desirable.
  • Experience in modern HR trends including promotion of a diverse and inclusive culture, new ways of working, etc.
  • Experience in strategic workforce planning.
  • Practice of embedding HR practices that drive people and performance excellence.
  • Understanding of employment legislation and regulation.
  • Experience in leading large multicultural teams.
  • Strategic focus: You define the strategic direction of the Agency.
  • People Management: You invest in networks instrumental in achieving business goals.
  • Influencing: You know how to build alliances and develop influencing strategies.
  • Decision-making: You can take complex and long-term decisions.
  • Managing change: Drives corporate changes at all levels.
  • Ability to work in a multinational and multicultural environment.
  • Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach.
  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and ideally independent users of French at level B1. Candidates with no knowledge of French will have to acquire at least level A1 by the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The appointment is for an inital period of 5 Years in accordance with Article 13.3(a) of the Statute of the Agency (Annex I to the Amended Convention).
    The mandate may be renewed once to give a maximum total assignment of 10 years.
  • Before being appointed to the post, the selected candidate will be required to provide certified copies of his/her degree(s).
  • Internal candidates appointed for an undetermined period: If successful, the staff member will be appointed subject to the conditions set out above, while retaining the existing terms of employment. At the end of the period of appointment for the Director post the staff member will be transferred to another post corresponding to his/her previous type of post, job level and function group.
  • Internal candidates already appointed for a fixed term: If successful, the previous fixed term appointment will be suspended for as long as the selected staff member remains in the Director post.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
