TENTETIVE START DATE October 2023 Winrock International is inviting applications for the position of Director Operations (Procurement, Administration, and IT) for the U.S. Agency for International Development (USAID)-funded Esho Shikhi (Come and Learn) Activity in Bangladesh. Esho Shikhi is a five-year project (2021–2026). The overall objective of Esho Shikhi is to improve the Bangla reading skills of Grade 1 and Grade 2 students and develop them as independent readers. Esho Shikhi works to increase learning opportunities, improve quality education, and build the capacity of communities to support education and respond to disasters. The Director, Operations (Procurement, Admin, and IT) reports to the Chief of Party (COP) and will lead the Procurement, Administration, and IT teams. S/she will be responsible for managing the procurement budget of USD 3-4 million(approx.); will ensure procurement activities are completed and delivered on schedule, in compliance with USG regulations, and according to Winrock International, USAID and Government of Bangladesh rules, regulations, and laws. Ensures efficient use and management of project vehicles at Dhaka, district and upazila levels. Oversees and provides expertise in operational and logistics planning, including store management, fixed asset management, and supervising day-to-day administrative work. The position will supervise the IT team and ensure the availability and security of the ICT infrastructure and applications for the Esho Shikhi activity and field areas throughout the country. In coordination with all technical and operational units, the Director Operations will contribute to internal planning and coordinate cross-unit operations in the Dhaka office, the Asia Pacific regional office, and the home office in the USA.

ESSENTIAL RESPONSIBILITIES: Lead staff members in procurement, administration, and IT and oversee their functions. Prepare a procurement plan and tracking system, ensure timely procurement of goods and services, and make them available at the designated service places. supervise the proper management of project assets, furniture, and motorcycles, ensuring the administrative staff follow the Winrock property manual procedures, inventory management, release forms, labeling of all property, etc. Maintain office lease and office setup for Dhaka office and Districts levels. Maintain effective coordination with the Chief of Party (COP) and other departmental heads in implementing the project activities and in the operations of the other technical areas. Support COP and other departmental heads, along with Winrock’s home office and field team, to prepare and submit timely and accurate activity, financial, and procurement reports as required. Ensure program operations support for the timely delivery of results-oriented technical activities and deliverables, focusing on synergistic coordination of all operational areas. Ensure compliance with USAID rules and regulations. Focus on achieving results in all areas on schedule and maintaining positive relationships with USAID, government officials, partners, and implementing partners. Coordinate with the home office and security focal point and COP to ensure office security is enforced. In coordination with the IT team, ensure the timely handover of laptops, office equipment, and email IDs to newly recruited staff members. Other duties as assigned by the COP.
REQUIREMENTS AND QUALIFICATIONS:
Education: A minimum of a master’s degree, preferably in management or MBA. Work Experience: Applicants must have a minimum of 10 years’ relevant experience of which minimum 5 years of demonstrated managerial experience and/or operational team leadership experience in the relevant field in international NGOs. Experience managing large USAID-funded activities ($20 million and above) to the highest ethical standard, with knowledge of USAID rules and regulations. Demonstrated success in motivating and supervising diverse teams of employees who may be spread across multiple organizations and/or locations. Experience in designing and managing protocols related to procurement, operations, and contract administration. Experience providing operational support to formal or informal education programs is preferred. Knowledge and Skills: Demonstrated leadership and administrative skills in the management of complex, multi-activity, and multi-year programming and delivering it on time. Computer literate in word processing, spreadsheets, and presentation software (Microsoft). Excellent written and oral communication skills, both in English and Bangla. Demonstrated effective interpersonal skills, creative problem solving, conflict resolution, and ethical management skills. Knowledge of US government regulations, policies, and procedures or those of an equivalently complex international government funding organization. Knowledge or understanding of the social, economic, and political context governing education and social inclusion issues in Bangladesh.
