Result of Service

1. An Inception Report including the methodology for data collection, data analysis, and how the consultation will be conducted. It will include the work plan and a timeline
2. A brief report on reviewing the current policy and legislative framework for disability in Libya, including gaps and challenges that need to be addressed in the National Disability Strategy.
3. A brief needs assessment report of people with disabilities in Libya, including recommendations for addressing their needs, challenges, and opportunities.
4. A draft National Disability Strategy document, including priority areas of intervention, policy recommendations, and implementation and monitoring and evaluation frameworks.

Duties and Responsibilities

Persons with disabilities in Libya face significant challenges due to the lack of proper enforcement and implementation of disability-related legislation. They experience marginalization, exclusion, and discrimination in various aspects of life, including employment, social protection, education, healthcare, political participation, transportation, and accessibility. The internal conflict that began in 2011 worsened the situation, leading to violence, instability, and the collapse of state institutions. The healthcare system and social services, including those for people with disabilities, were severely impacted, resulting in a lack of support and care. Additionally, many individuals acquired disabilities as a result of the conflict, further exacerbating their challenges. The absence of a comprehensive policy framework for disability has contributed to the marginalization of people with disabilities.

In response to these challenges, the High Council for Disability in Libya, in collaboration with national counterparts, organizations of persons with disabilities, and international agencies, is committed to developing a national strategy on disability. The strategy aims to address the rights and needs of persons with disabilities and ensure their inclusion and participation in society. It will be developed through a consultative and participatory process involving relevant stakeholders. The United Nations Economic and Social Commission for Western Asia (UN ESCWA) is providing technical assistance in this endeavor.

The National Disability Strategy will provide a framework for coordination among development partners, governments, and NGOs to build an inclusive and welcoming society. It will strengthen the commitment of all stakeholders to implementing the Convention on the Rights of Persons with Disabilities and other relevant human rights instruments. The strategy will prioritize gender and human rights considerations and will be informed by a comprehensive situation analysis.

To support the development of the National Disability Strategy, a National Consultant is required to provide technical expertise and contribute to the strategy’s formulation. The consultant will work closely with the High Council on Disability and UN ESCWA to ensure the strategy aligns with international standards and best practices.

Qualifications/special skills

A Bachelor’s degree or equivalent in a relevant field, such as disability studies, social work, public policy, or any other related fields is required.

A minimum of seven years of relevant experience in policy development and implementation is required.
Proven experience in conducting needs assessments, policy analysis, and facilitating participatory processes is required.
Familiarity with disability-related policies and frameworks at the national, regional and international levels is required.
Experience in working with government agencies, civil society organizations, and other stakeholders in Libya is desirable.
Experience working with the United Nations or other international organizations is desirable.

Languages

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, Knowledge of English and fluency in Arabic are required

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
