Project Context and Scope

Small Island Developing States (SIDS) including Tonga represent some of the most climate change-vulnerable and disaster-prone countries in the world. Climate change and disasters have significant effects on Tonga and the region which will continue to degrade livelihoods and resilience as the frequency and intensity of extreme weather events such cyclones are set to increase in the coming decades.

Understanding the vulnerability of Tonga as a Pacific island nation, there is an urgent need to support the government to address the challenges of climate change and natural hazards, as well as to anticipate how to prepare and respond to the impacts of climate change in relation to human mobility.

The Strengthening Durable Solutions and Disaster Risk Management project (the project) is being implemented in both Tonga and Vanuatu, with the support of the IOM Development Fund. The project has been developed to strengthen the Government of Tonga’s approach to displacement prevention for communities at risk of displacement, durable solutions for communities previously or currently impacted by displacement, and disaster risk reduction in both countries, with the overall objective enhancing capacities of Pacific governments to address displacement in practical terms, and to work with communities to identify appropriate durable solutions.

At the project’s completion, a comprehensive Planned Relocation Framework for Tonga (PRF) will be developed as a country-owned tool, that will be prepared in consultation with a broad range of government and non-government stakeholders. The PRF will bring together a range of indicators and policy-relevant information from different sources, the intention of which is to provide a structured tool to provide the Government of Tonga with guidance, safeguards and processes relating to planned relocation and a strong foundation for the implementation of relocation as a solution pathway for populations impacted by displacement.

Organizational Department / Unit to which the Consultant is contributing

The position would work under the direct supervision of the National Project Officer, Tonga and in close collaboration with NDRMO. As the position will be seconded into the NDRMO, reporting to the NDMO Director on work progress would also be necessary.  The position would be part of the project team that work under the guidance of the Project Manager in Vanuatu.

The project positions work within the IOM country and regional structure, with overall supervision by the Tonga Officer in Charge and the Fiji-based IOM Chief of Mission (COM) who leads Coordination Function for IOM missions in the Pacific, including Tonga and Vanuatu.

Tasks to be performed under this contract
The Displacement Coordinator will lead efforts to enhance preparedness and durable solutions for displaced populations and strengthen disaster risk management mechanisms.

The consultant will be required to perform the following tasks::

Project Coordination and Implementation

  1. Work with the National Project Officer to ensure that project activities are carried out in accordance with the work plan and ensure timely submission of deliverables.
  2. Assist in the review of the Community Vulnerability Assessment (CVA) Guideline and Methodology, to assess its appropriateness to inform the PRF, and adjust or prepare additional data collection tools as necessary.
  3. In close collaboration with NDRMO, facilitate and conduct Community Vulnerability Assessments (CVAs) in remote islands, building on the work previously done through the Pacific Response to Disaster Displacement (PRDD) project, utilizing the CVA Guidelines and Methodologies developed to conduct the assessment.
  4. Undertake a scope analysis for the Planned Relocation Framework, including methodology for its completion and required data collection.
  5. Develop a detailed work plan based on the scope analysis, for the Planned Relocation Framework (PRF) for Tonga as well as other deliverables relevant to the assignment.
  6. Conduct a national-level PRF consultation workshop to gain perspectives and priorities from government, non-government and civil society stakeholders, to complement community consultation feedback.
  7. Ensure alignments of the PRF with other deliverables being developed under the PCCMHS Phase 2 Programme including the Regional Planned Relocation Guidelines.
  8. Draft the Planned Relocation Framework for Tonga and provide regular status updates to the DDEM Cluster Technical Working Group.
  9. Facilitate a validation workshop to discuss and refine the draft Planned Relocation Framework for Tonga.
  10. Address all the comments from the validation workshop, update and finalize the Planned Relocation Framework for Tonga.
  11. Facilitate the development of bilingual (Tonga and English) visibility materials for community awareness including banners, posters, videos on disaster preparedness, evacuations center management and durable solutions.
  12. Consult with existing relevant stakeholders including vulnerable communities through the existing national coordination system.
  13. Convene and facilitate meetings of the project technical working group and ensure that the meetings are well-managed and results-oriented.
  14. Conduct regular meetings with NDRMO Cluster Coordination team on project coordination and implementation.

Capacity Building and Training

  1. In coordination with NDRMO and relevant Cluster Leads, support and deliver trainings on evacuation plans which will incorporate post-disaster psychological support content.
  2. Co-facilitate communication awareness programs with NDRMO and relevant stakeholders for vulnerable communities focusing on disaster preparedness, building resilience and reducing vulnerability to disasters.
Performance indicators for the evaluation of results
  1. Engagement: The Consultant should be available for a monthly feedback meetings with the Project Technical Working Group
  2. Quality: All documents should be of professional and of the quality that can be published.
  3. Timeliness: The Consultant should display professionalism, attend meetings on time, and keep to appointments as scheduled. The Consultant should keep to the timeframe of the project.
Education

Master’s Degree, preferably in Disaster Risk Management, Emergency Management, Sustainability, Human Rights, Law, Policy Development, Development Studies, Social Sciences, Migration and Disaster Preparedness.

Experience

Minimum 3 years for a Master’s Degree and 5 years of experience for a Bachelor Degree working with research, data and statistics, policy development, or analysis, preferably in the field of disaster risk management, emergency management, displacement and migration.

Experience in liasing with government officials, NGOs and UN Agencies and also experience in facilitating working groups and discussions, actively engaging members.

Skills
  1. The candidate must have an In-depth knowledge of the broad range of migration-related subject areas; and,
  2. Strong understanding of disaster risk management laws and conventions.
  3. Good knowledge of Durable Solutions
  4. Knowledge of and data utilization capacity building. Confident use of social research methods
  5. Proven ability and experience in leading and facilitating training workshops.
  6. Knowledge and understanding of the migration landscape in Tonga. The ability to work under pressure and meet deadlines. Strong analytical, reporting, editing, and communication skills.
  7. Ability to work with intergovernmental stakeholders on displacement and migration issues.
Languages

Fluency in English and Tongan (oral and written)

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • IOM will bear the costs of workshops/training, communication, travel, allowance (for travel within Tonga). Travel is expected for the training, technical discussions, and workshops.
