The Financial Operations and Reporting Division (FR) of the IMF’s Finance Department (FIN) is seeking qualified candidates to fill the position of Division Chief.
The FR Division manages, operates, and reports on Fund finances and conducts financial operations of the Fund with member countries and other financial institutions. The main functions of the Division are to: (i) conduct the financial operations of the Fund with member countries and other financial institutions; (ii) contribute to policy development and lead implementation of policy related to the Fund’s financial operations and financial structure, including preparing Board and policy papers on the Fund’s income position, audit arrangements, and financial transactions and operations; (iii) prepare and analyze the Fund’s financial statements and financial reports to the membership; (iv) manage the annual external audit and the relationships with the External Audit Committee and the external audit firm; (v) establish appropriate system and control environments to support the range of financial activities and entities of the Fund; and (vi) provide advice on a wide range of financial and operational issues and implications with regard to new financial policies.
The Division Chief, supported by three Deputy Division Chiefs, leads and manages a division of ~40 staff in delivering the division’s mandate above with a vigorous work program that, in the near term, includes implementing new or revised policies, managing technical projects, and overseeing high volume of financial operations. On a routine basis, the Division Chief will be (i) engaged in or have oversight of the formulation and implementation of financial policies, projects, procedures, and work practices; (ii) expected to provide advice, conduct outreach, resolve issues, in close engagement with the FIN Front Office, other departments, Executive Directors’ offices, member governments and financial institutions; and (iii) accountable for the effective and efficient internal controls over member financial operations and reporting processes. Qualifications
In addition to the competencies outlined in the Fund’s Leadership Framework, the position requires an educational degree, typically acquired by the completion of an advanced university degree in finance, accounting, business management or a related field or a professional accounting certification such as a CPA or CA, with a minimum of 15 years of relevant work experience, with supervisory/managerial experience.
Candidates should be seasoned finance professionals with extensive supervisory experience. A strong background in auditing and accounting (as a CPA or CA) and applying IFRS is desirable. Experience in banking or financial institutions and/or in financial operations of the Fund are a plus as is extensive knowledge of the Fund’s financial structure and internal controls. Transformation and IT project experience is also valued. The successful candidate will demonstrate strategic thinking, learning agility, a drive for innovation/change, and the ability to influence key stakeholders. Proven people and operational managerial skills are essential, along with analytical and communication skills necessary to lead work on financial matters.
