With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of NAC-approved tasks.
The Finance Division is responsible for the integrity of financial management, the maintenance of effective internal controls, the accuracy of financial data, and the transparency of all operations with financial impacts, and is accountable to both the Force Commander and the ACO Financial Controller for the proper execution of financial responsibilities.
The incumbent is responsible for coordination and supervision of all issues within the Finance Division and performs the duties assigned to the Financial Controller in accordance with NATO Financial Regulations and the Financial Rules and Regulations (FRP) for Military Headquarters.
THE ROLE
- Managing the Budget and Finance Division; exercising general supervision, ensuring the effective utilization of assigned personnel and allocated resources;
- Planning, directing, controlling and coordinating all budgetary and fiscal matters for NAEW&C, to include budgets totaling currently (Budget Year 2024) 420 Million Euros and Contract Authority of 318 Million Euros, the Mid-year Review (MYR) and the Medium Term Financial Plan (MTFP);
- Exercising functional / technical supervision and control over the activities of subordinate staff at the FOBs/FOL/DOBs;
- Establishing and verifying budget submission figures of NAEW&C organizational elements;
- Administrating the automated financial and budgetary control and accounting system (FinS) for NAEW&C, incl. FOBs/FOL and Non Appropriate Funds (NAF);
- Responsible for contribution to ACO Financial Statements on Military Budget accounts;
- Coordinating and Supporting IBAN audits on ACO Military Budget accounts;
- Preparing financial and contracting elements of mission operational plans;
- Acting in the delegated role of executive agent for operational budgets, managing the execution of and accounting for credits allocated in support of missions;
- Responsible for all Local Procurement via ACO Purchase Card for the NAEW&C;
- Planning and accounting for financial resources for contingency operations and logistical support for deployed NAEW&C elements/units, aircraft, mission – and maintenance crews;
- Regarding financial aspects, representing the Supreme Allied Commander Operations (SACEUR) in NAEW&C related Memorandum of Understanding/Agreement (MOU/A) delegations;
- Legal accountability for financial arrangements;
- HQ Division Head authority;
- HQ tasking authority; Functional area decision authority.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Economics, Accounting, Financial Management, Business Management/Administration with a finance discipline or a related field, along with experience with automated financial or accounting systems;
- Master`s Degree or equivalent in finance, accounting, business administration, economics, public administration or related discipline and 6 years` post related experience;
- Adequate level of Automated Data Processing (ADP) systems is essential;
- The work, both oral and written, in this post and in this Headquarters as a whole is conducted mainly in English. Consequently, adequate level of English proficiency is required.
THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE
- Previous relevant NATO assignment;
- Relevant experience working in an international/government environment;
- Experience as Financial Controller or Financial Administrator in NATO, or other multinational / international organizations;
- Recent experience with the operation / utilization of automated budget and accounting systems;
- Familiarity with the creation of Financial Statements;
- Recent experience leading Financial Risk Management;
- Experience with implementing Internal Controls within the financial environment;
- Ability to discuss financial matters with senior level management both within and outside an organization;
- A professional accounting qualification/designation;
- User training associated with the application and operation of automated financial management and ERP systems;
- Knowledge of IPSAS.

CONTRACT
Recruited staff will be initially offered a definite duration contract of three years. The three years contract may be extended with further definite duration contract(s). In any case, the definite duration contracts may not exceed 6 years in total.
SALARY
Salary value indicated in this vacancy notice is based on NATO`s Single Salary Spine scale.
