Result of Service
The ultimate result of the service will be a validated and reliable database on Equatorial Guineas public debt, containing external and domestic public debt of the Central Government. The database will be used to produce debt statistics and debt analysis.

Duties and Responsibilities
Under the general direction of the Chief of the DMFAS Programme, GDS, UNCTAD, and under the operational supervision of the DMFAS Project Managers for Equatorial Guinea, the Individual Contractor will train the government debt management officials of the Ministry of Finance of Equatorial Guinea on the DMFAS reporting tool, moreover, he will participate as presenter in the workshop on debt data validation procedures and implementation. He/She will furthermore assist in the creation of the domestic debt database.
The mission corresponds to activities 1.2.5 “Assistance to database creation”, 1.2.6. “Advanced DMFAS 6 trainint” and 1.2.7. “Debt data validation workshop” in the project document EQG/0T/IBI “Capacity Building for Debt Management in Equatorial Guinea” from 10 September to 30 November 2023.
The IC will undertake the following duties:
1. DMFAS Advanced Training
– In coordination with the Project Manager, provide advanced training on DMFAS 6 to different user groups as follows:
– Back Office: Use of the debt reporting tool for creating reports on debt projections, debt stocks and flows, creation of a reports library.
– Back Office: Use of the debt reporting tool for advanced reporting: Calculation of data sets and reports for projections based on outstanding, present value calculations, accrued interest, moratorium interest.
– Middle Office: Use of DMFAS for debt recording and basic reporting functions (debt stocks and flows, projections, use of the DMFAS reports library)
– Middle office: Use of the DMFAS reporting tool for advanced reporting functions and analysis (present value calculations, debt ratios, debt indicators, simulations of exchange rate and interest rate variations)
– Front Office: Use of DMFAS for debt data registration: Registration of hypothetic loan agreements and simulation of financial conditions, registration of disbursements
– Front Office: Use of DMFAS for debt reporting: measuring the impact of new debt on the debt portfolio.
2. Assist the DMO in building the domestic debt database
– Assist the DMO in collecting information on short and long term debt issues of debt securities. Contact creditors and issuers for information.
– Assist the DMO in collecting information and documents on domestic loans and guarantees given to public and private entities. Contact creditors and beneficiaries and collect the underlying documents.
– Explain the interpretation of those agreements and their registration in the debt database
– Supervise the registration of the domestic debt data in the DMFAS database
3. Debt data validation workshop
– In coordination with the DMFAS Debt Expert, participate as presenter in the 2 week workshop and conduct daily training sessions in Spanish on the data validation methodology and procedures.
The training will include formal presentations, discussions and drafting of the data validation procedures manual, including checklists;
– Assist the debt managers in implementing the debt data validation procedures as defined in checklist; generate relevant user-defined reports and train the staff in adapting the reports parameters;
– Assist the debt managers in entering missing information into the database and correcting identified errors, explain the use of DMFAS 6 where necessary;
– Assist in the drafting of job aids for debt data validation (“Instructivos”) and prepare a data validation calendar
4. Moreover, the IC will:
– Apply the DMFAS Programme’s evaluation tools for training evaluation.
– Respond to requests from the DMO during one week after his/her return to his/her home country
– Within the last 3 days of the mission, produce an Aide-Memoire, summarizing the main results achieved and defining the workplan for finalizing the complete validation of the debt database. This should be submitted to the DMFAS Project Manager for validation and approval, before signature by the government and IC;
The expected results are 1) DMO staff of Front-Back and Middle office capable of using DMFAS for debt recording and reporting, 2) A DMFAS reports library, 3) The database on debt securities completed, 4) The development of a validation programme and job aids for the MoF of Equatorial Guinea and 5) the relevant staff of the MoF understand the debt data validation methodology and use the documents produced during the workshop to implement the complete validation of the debt database
Qualifications/special skills
A masters degree in economics, finance, accounting or computer science or engineering degree is required.
At least 7 years of experience with DMFAS databases is required.
At least 7 years experience as DMFAS trainer is required.
At least 7 years experience in interpreting loan contracts is required
At least 7 years experience in working with debt securities is required
A diploma in finance is desirable
Languages
The incumbent has to be fluent in Spanish and English
