PROJECT BACKGROUND AND OBJECTIVES

The Green Climate Fund (“GCF” or the “Fund”) is a financing mechanism of the United Nations Framework Convention on Climate Change (“UNFCCC”) and was established to provide financial support so that countries like Dominican Republic can reach its emission reduction targets. In 2017, GGGI and GCF signed a strategic partnership, aimed to leverage GGGI’s embedded presence with partner governments to support countries access Readiness and Preparatory Support Grants. As Delivery Partner of the GCF, GGGI is committed to building local capacities in the country to access GCF resources.

Dominican Republic’s National Designated Authority (NDA) is the Ministry of Environment and Natural Resources (MMARN), and the focal point representing the NDA is the Deputy Ministry of Climate Change and Sustainability. The NDA coordinates closely with the main government entities and the two nominated Direct Access Entities (DAEs) to ensure funding complementarity when accessing international and national green funds. It also coordinates with relevant entities to ensure project alignment with the country’s national priorities and commitments. The two nominated entities by the NDA are the following:

  • Fondo Nacional para el Medio Ambiente y Recursos Naturales (FONDO MARENA)
  • Fundación Sur Futuro

GGGI as the NDA’s Delivery Partner will provide technical assistance to candidate DAEs.

      • FONDO MARENA

FONDO MARENA is an organization with legal personality, independent assets, its own administration, and jurisdiction throughout the national territory, created by Law 64-00, by virtue of its article 71, to develop and finance programs and projects regarding protection, conservation, research, education, restoration and sustainable use of the environment and natural resources.

 

    • Fundación Sur Futuro

It is a private non-profit organization, which began its operations on November 16, 2001, promoting the development and social welfare of vulnerable communities in the Dominican Republic. It seeks to reduce poverty and marginalization through the conservation and sustainable management of communities and natural resources.

FONDO MARENA and Fundación Sur Futuro are both fully committed to seeking accreditation before the GCF, but have yet to determine the intended scale, nature and risks of projects that would be funded with GCF funds.

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

The objective of the assignment is to support, coordinate and support FONDO MARENA and Fundación Sur Futuro in the accreditation process to the GCF (Stages I, II, until signing of the Accreditation Master Agreement), while providing assistance to the GGGI team on the delivering of climate finance advisory to the Government of the Dominican Republic.

The consultant is required to adhere to the established roadmap, as conducted by the consulting firm Global Factor. This roadmap includes the analysis of identification of gaps and a comprehensive action plan, all aimed at supporting the preparation of FONDO MARENA and Sur Futuro with respect to compliance with the requirements set by the GCF in relation to gender equality and Social Inclusion standards.

SCOPE OF WORK

The Gender Equality and Social Inclusion (GESI) Specialist will report to the Sustainable Finance Senior Officer and the Ministry of Environment and Natural Resources. Based on the above, the scope of work of this consultancy includes at least the following aspects:

Output: Develop candidate DAE’s Gender policy and its alignment with GCF accreditation standards as outlined in the GCF Gender Policy Principles [1]and the GCF Gender Action Plan [2]

 

  • Support candidate DAEs define desired GESI standards.
  • Lead the development of candidate DAE´s Gender Policy.
  • Develop capacity building materials on GCF gender policy requirements, investment criteria, funding proposal development and approval process targeting candidate DAEs.
  • Deliver capacity building workshops for both candidate DAEs on the GESI policy and system and GCF investment criteria on GESI issues.
  • Support the candidate DAEs integrating GESI policy, indications and solutions.
  • Develop a GESI Operational Manual to facilitate the implementation of candidate DAEs’ Gender Policy, as well as guidance to integrate GESI on project life-cycle
  • Support the operationalization of the Gender Policy by candidate DAEs through the formalization of processes and procedures.

 

Output: Strengthen candidate DAE’s Gender policy and its alignment with GCF accreditation standards as outlined in the GCF Gender Policy and the GCF Action Plan

 

OUTPUT/REPORTING REQUIREMENTS/DELIVERABLES

Deliverable 1: Detailed Workplan

Upon taking on the assignment, the consultant is expected to review existing project materials and complete consultations with relevant project stakeholders (GGGI, MMARN, FONDO MARENA, SUR FUTURO) as necessary to develop a detailed workplan outlining the timeline of main activities, methodology, milestones, validation meetings, draft, and final deliverables. The consultant shall communicate any deviation from the Workplan to the MMARN’s focal point and GGGI’s Project Manager.

The deliverable must be approved by GGGI Project Manager and FONDO MARENA/SUR FUTURO focal point.

 

Deliverable 2: Development and delivery of an approved GESI Policy for both entities aligned with the 4 principles of the GCF’S gender policy

Prepare and present a draft of the GESI policy tailored to the candidate DAE. The document should encompass a well-structured institutional process, personnel competence, and should harmonize with the organization’s institutional capability to effectively execute a gender policy that adheres to the gender principles stipulated in the GCF’s gender policy.

The document must contain, at least, the following content:

  • Background
  • Purpose and Scope
  • Guiding principals
  • Gender mainstreaming at project and entity level
  • Commitments on GESI Principles
  • Roles and responsibilities
  • Key priority areas
  • Effectiveness and revision

The GESI policy must address periodic reporting on GESI indicators and performance on gender equality requirements.

The deliverable must be approved by GGGI Project Manager and FONDO MARENA/SUR FUTURO focal point.

Deliverable 3: Development and delivery of operational manual based on the GESI Policy

Development of a GESI Operational Manual to facilitate the implementation of candidate DAEs’ Gender Policy, as well as guidance to integrate GESI on project design elements, budgets, results, monitoring, and impact indications, preparation, implementation and the monitoring of institutional arrangements.

The document must contain, at least, the following content:

  • Gender Analysis
  • Gender Assessment
  • Gender-Responsive Results Framework
  • Institutional Procedure to address gender impacts at entity level
  • Gender performance assessment
  • Standard Labor and Working conditions
  • Procedures and track record on gender-sensitive and gender-responsive stakeholder
  • Project implementation and M&E
  • Project Appraisal
  • Annexes and templates

The deliverable must be approved by GGGI Project Manager and FONDO MARENA/SUR FUTURO focal point.

 

Deliverable 4: Development and delivery of GESI capacity building and awareness raising plan for both candidates DAEs

Development and delivery of awareness raising and capacity building workshops to strengthen awareness of the candidate DAEs on GESI policy requirements, investment criteria, funding proposal development and approval process.

Deliverable 5: Communication plan on gender literacy for candidate DAEs

Develop a comprehensive and well-structured plan to facilitate effective communication and good practices according to priority area 1.5 of the GCF Gender Action Plan. It will lead to informed discussions, promote awareness, and positive actions in relation to gender concerns. The plan should ensure to be easily accessible to a wide audience, encompassing both internal members of the organization and external stakeholders such as beneficiaries and donors.

  • Develop a communication plan to address gender issues designed for both internal and external audiences.
  • Prepare and deliver demand-led awareness-raising and communication materials that includes the development and execution of a publication and communication calendar plan for each entity, as well as supporting the communication plan during the consultancy, including the uploading of communication materials on social media.

The document must contain, at least, the following content:

  • Assessment of existing gender-related challenges of the organization in the context of communication.
  • Gender issues communications strategy.
  • Channels and forms of communication for the organization to address gender issues.
  • Guidelines with instruction on the appropriate use of gender -sensitive language.
  • Roadmap for the organization’s public relations activities to avoid gender stereotypes activities.
  • Offer an internal training to staff members who are responsible for communications in the organization.

The deliverable must be approved by GGGI Project Manager and FONDO MARENA/SUR FUTURO focal point.

QUALICIATIONS/EXPERIENCE/EXPERTISE
  • An advanced university degree (master’s degree or equivalent) in management, gender studies, sociology, environmental sciences, statistics, project management, or other related disciplines in gender and/or management.
  • Courses, seminars or diplomas in gender studies, sociology, sustainable development, development economics, international development, or other related disciplines related to gender programming and social inclusion.
  • At least 8 years of relevant professional experience with an emphasis on working with both public and private sector stakeholders as well as community groups to develop policies, strategies and/or projects in provide strategic technical guidance on GESI integration targets, preferably in developing countries.
  • Experience delivering donor funded projects, managing consultants to deliver agreed outputs on time and managing relationship with stakeholders.
  • Experience in workshop preparation to engage stakeholders in projects funded by sustainable development and/or climate change funds (such as Green Climate Fund); experience in projects funded by GCF Private Sector Facility is a plus.
  • Experience designing gender inclusive policy and finance frameworks and engaging widely with marginalized and minority stakeholders.
  • Experience working closely with government and non-government stakeholders, particularly in developing countries, and with intergovernmental organizations (IOs) is a plus.
  • Excellent writing, analytical, organization and communication skills.
  • Fluency in Spanish and English is required.
