[GGGI’s Mission and Approach]
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and promotion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.
GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral and international cooperation institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
The Green Climate Fund (“GCF” or the “Fund”) is a financing mechanism of the United Nations Framework Convention on Climate Change (“UNFCCC”) and was established to provide financial support so that countries like Dominican Republic can reach its emission reduction targets. In 2017, GGGI and GCF signed a strategic partnership, aimed to leverage GGGI’s embedded presence with partner governments to support countries access Readiness and Preparatory Support Grants. As Delivery Partner of the GCF, GGGI is committed to building local capacities in green and inclusive growth.
The proposed Readiness grant will allow the country to plan its long-term education efforts and ensure that the country´s youth is equipped to take on green employment by developing a Green Vocational Education and Training Strategy in collaboration with the Ministry of Environment, the Ministry of Labor and private sector representatives defining priority sectors, target population, system gaps, in-demand skills and competencies, funding needs and gaps, implementation partners (universities and educational programs) and actional recommendations to create 436,065 new green jobs.
One step further, the Deliver Partner will support the implementation of the strategy by collaborating with INFOTEP to plan, develop and implement one Green Vocational Education and Training curriculum to be included in INFOTEP´s existing course offering. the Delivery Partner will deliver a turn-key program, including the training´s objective, admission requirements, target users, delivery model, content and training material and support INFOTEP to integrate the vocational training program into its system. The DP will deliver an event to raise awareness about the education program among students and private sector firms.
The Green Job Expert will report to the Sustainable Finance Senior Officer working on the project in coordination with the Deputy Ministry of Employment Policy of the Ministry of Labor. It will be required to work with the following stakeholders:
Based on the above, the scope of work of this consultancy includes at least the following aspects:
Deliverable 1: Detailed Workplan
Upon taking on the assignment, the consultant is expected to review existing project materials and complete consultations with relevant project stakeholders (GGGI, MMARN, MT and INFOTEP) as necessary to develop a detailed workplan outlining the timeline of main activities, methodology, milestones, validation meetings, draft, and final deliverables. The consultant shall communicate any deviation from the Workplan to the Ministry of Labor’s and INFOTEP’s focal point and GGGI’s Project Manager. The deliverable must be approved by GGGI Project Manager and the Ministry of Labor focal point.
Deliverable 2: National green job demands prospective study on the main economic sectors, with emphasis on climate change adaptation and from a gender-based perspective, distributed by geographic region
Assessment of the country’s green employment market and the main vocational and educational challenges by sector, from a gender-based perspective and in consultation with technical centers and universities through bilateral meetings.
Conduct a review of vocational education and training programs aimed at economic sectors with the greatest potential for green job creation, aligned with the Nationally Determined Contribution of the Dominican Republic (NDC-DR), the draft Green Taxonomy of the Dominican Republic and Law 1-12 of the National Development Strategy 2030.
Validation and/or redefinition of “green jobs” for each relevant sector based on consultations with the relevant sectoral authorities (Ministry of Environment and Natural Resources and the Ministry of Labor) following internationally accepted definitions and characteristics that frame a job as ” green”.
Identification of the most labor-intensive technologies – current and emerging – and practices for green jobs in the relevant sectors, with emphasis on adaptation to climate change. This includes consultation with the business associations, such as CONEP, AIRD and related, workers’ unions, the Ministry of Industry, Commerce and MSMEs (MICM in Spanish), the Ministry of Economy, Planning and Development (MEPYD in Spanish), the Ministry Energy and Mines and the Ministry of Agriculture.
Update the national baseline estimate of real green jobs in the main economic sectors and distributed by geographic region.
Evaluation of the potential for job creation in terms of the Multi-Annual Public Sector Plan, the Public Investment Plan, the Nationally Determined Contribution objectives of the Dominican Republic (NDC-DR) and priority sectors.
The deliverable will be considered successfully completed upon the submission of a draft and final report with at least the following sections:

Deliverable 3: National prospective study of green educational and vocational training needs in the curricular plan, with emphasis on adaptation to climate change and gender focus
Rapid situational assessment of the educational and green employment training offer in the educational sector, from a gender-based perspective and in consultation with technical centers and universities through bilateral meetings.
Analysis of the occupational impact of technologies – current and emerging – and priority sectors, with emphasis on the sectors with the greatest impact on adaptation to climate change, covering the dimensions of activities, knowledge, competencies, skills and attitudes.
Development of a gap analysis report in green vocational education and training by sector in consultations with the Ministry of Labor and INFOTEP, with a gender focus and the inclusion of women in STEM areas.
Propose updated in the National Qualification Framework of the MESCYT, based on the gap analysis and the analysis of occupational impact of technologies.
Identification of new professionals and technicians, and recommendations for updating the curricular design of existing professionals, with a gender focus and the inclusion of women in STEM areas.

Deliverable 4: Green job public policy roadmap
Based on the national prospective study of green employment and green educational and vocational training needs, the Green Employment Expert will provide public policy recommendations and develop an implementation roadmap through the following:
Comparative analysis of potential instruments and public policies that incentivize and promote green jobs and vocational training, including the formulation of a national green jobs and vocational training plan, a roadmap of green jobs policies and actions, a policy strategy of green jobs and/or a national green jobs law.
Formulation of recommendations on how to align public and private investment plans with a focus on green job creation and that can be integrated for the subsequent development of a National Green Vocational Education and Training Strategy with emphasis on adaptation to climate change and a gender approach.
The deliverable will be considered successfully completed once a preliminary report and a final report are submitted, which must be approved by the focal point of the Ministry of Labor and the GGGI Project Manager.
The consultant will be based in Santo Domingo, Dominican Republic. The Consultant the consultant will be provided with working space whenever he deems it necessary for the performance of his activities at the Ministry of Labor office. The consultant is expected to have daily interactions with the Ministry of Labor, and weekly interactions with GGGI Project Manager and the Ministry of Environment and Natural Resources.
During the meeting the consultant will be asked to report on progress against the contractual objectives, activities, and milestones. The consultant will participate in weekly meetings of the Project Team.
The consultant should follow the specific methods detailed in the workplan and follow Ministry of Labor’s and GGGI´s instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective. For each deliverable, the consultant is required to deliver a draft version by a date agreed to with GGGI, solicit and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline. The consultant must submit monthly progress reports in GGGI’s standard template.

The Consultant reports to the GGGI Sustainable Finance Senior Officer. The consultant will be based in Santo Domingo and stationed at the Ministry of Environment and Natural Resources and the Ministry of Labor office.
