Expected Results and Deliverables
1- Political and economic analysis of the Arab donor states and their governmental and
institutional funding landscape with recommendations and input to develop the fundraising
strategy.
2- Significant contribution to drafting the fundraising strategy for the Arab region including a
visibility strategy.
3- A detailed list of relevant projects and appeals to submit to various donors.
4- Correspondence and briefing documents including mission briefings and mission reports,
and storing/archiving on organization’s document repository.
5- Project control sheets that document all project terms and obligations from UNRWA
towards donors and all deliverables submitted to donors.
6- Produce a final report with a summary of all accomplishments during the term of the
contract.
7- Keep track of all income received in the duration of assignment.
8- The consultant should submit a monthly report before the end of each month to explain the
deliverables in detail for each month.

Duties and Responsibilities
Working under the supervision of the Senior Donor Relations Officer (Team Leader) in the External Relations and Communications Department based in UNRWA, HQA. The Consultant will deliver the following duties and responsibilities:
1- Conduct research to identify the various institutional donors and stakeholders in the Arab world and their granting policies and history including conducting a political analysis and giving trends in the region. This includes but is not limited to a review of regional partner policies towards and relationship with other international NGOs and UN agencies like UNRWA.
2- Contributes substantially to: department’s development of fundraising strategy and workplan in line with the broader Resource Mobilization Strategy; gathering intelligence on selected donors and key stakeholders; developing and strengthening contacts with donors at capital and local levels; exploring and undertaking resource mobilization initiatives; preparing outreach and fundraising documents including appeals, reports and policy documents; supporting Executive Office and Representative Offices with donor outreach and correspondence.
3- Execute the fundraising strategy and manage a portfolio of traditional and non-traditional donors including the following duties:
a. The consultant will familiarize himself or herself with the core funding needs for UNRWA and prepare a list of fundraising opportunities related to projects and appeals through collaboration with the various relevant fields and programs within UNRWA.
b. The consultant will communicate with internal UNRWA stakeholders to prepare the proposals and requests for funding as well as preparing the agreements and Memoranda of Understanding (MoU) between the donors and UNRWA.
c. The consultant will lead communications with governmental donors to achieve multiyear funding agreements with UNRWA and with institutional donors to close funding opportunities. The Consultant will provide a consistently high level of responsiveness and service to donors locally and at capital level.
d. The consultant will negotiate bilateral agreements and MOUs with donors on behalf of the Agency; suggests, negotiates, and drafts project proposals for donors in coordination with field offices and headquarter departments; analyzes, reviews and edits project proposals and donor reports.
e. The consultant will ensure adequate visibility for donors according to agreements, visibility plans and donor-specific requests and organize and participate in donor field trips in the five fields of operations as maybe agreed with the SERPO.
f. The consultant will act as a connection between UNRWA and the donors in the management of donor funded projects ensuring that the terms of any grant are met by UNRWA.
4- Towards achieving his or her goals, the consultant will:
a. Draft correspondence for the purpose of fundraising and advocacy; produce briefing materials and talking points for senior management including the Commissioner-General, Deputy Commissioner-General, Director, and the Representative Offices in New York, Washington, Brussels, and Cairo; Supports senior managers in policy-level bilateral discussions with UN Member State civil servants or at the political level.
b. Strengthens department-wide efforts to enhance UNRWA’s brand profile including production of existing and development of new communication tools in line with programme funding and advocacy priorities, contribution to reporting.
c. Support in any other activities that maybe needed.
MINIMUM QUALIFICATIONS AND EXPERIENCE
¿ A university degree from an accredited educational institution in communications, social sciences, economics, Business Administration, humanities, or related fields.
¿ A minimum of 6 years of progressively responsible experience in a relevant field, preferably in an international context. including a minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number.
DESIRABLE QUALIFICATIONS
¿ Previous experience with a UN agency.
¿ Knowledge of the Middle East region.
¿ Knowledge of at least one other (European) language
LANGUAGES
¿ Excellent command of spoken and written English and Arabic is required.
COMPETENCIES
• Ability to plan and prioritize the work under tight deadlines and handle multiple concurrent activities.
• Positive attitude and strong analytical, interpersonal and communication skills.
• Proven ability to exercise initiative.
• Proficiency in using computer applications, including Excel and MS word.
