Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

As the Cluster Delegation is technically supporting Malagasy RC to implement the Locally-led Multi Hazard Preparedness and Resilience Programme funded by FCDO, the driver will facilitate different movements within Tana and possible field movements.

 

Job Purpose

 

Reporting to the Officer, Administration and Logistics; the Driver, will provide driving and administrative support to the IOI Delegation and especially the FCDO Funded Program drive the federation vehicles as instructed from time to time and facilitate transport which leads to smooth running of the office.

 

Job Duties and Responsibilities

 

  • To drive the specified staff from home to office, meetings and any other assignment given.
  • To assist the administration in house search, paying bills errands, purchase of office materials and any other task given.
  • Airport pickups and drops to the staff.
  • Assist the Protocol Officer with delivery of documents, processing visa and exemptions for staff members.
  • Collect letters, parcels from the Post Office and assist to clear shipments from the airport.
  • Assist the Senior Fleet officer in payments of fuel and vehicle service, vehicle registration, inspection, collection of number plates.
  • Maintain cleanliness, detect defects and ensure timely service of the vehicle.
  • Drive Administration Officers to house and hotel inspection and incident management.

Vehicle Operation

  • Drive the vehicle while adhering to traffic regulations and exercising extreme caution.
  • Follow the instructions given by the passenger (mission supervisor) and drive safely to the designated destination while respecting road rules.
  • Avoid potholes as much as possible.
  • Immediately inform the relevant persons in case of any incident.
  • Properly fill out the vehicle logbook for each trip.
  • When the vehicle is at the base, the keys must be hung on the logistics service board.

Daily Maintenance (to be done every morning before departure)

  • Check the engine oil level, coolant, and battery.
  • Verify the fuel level and, if necessary, contact the Logistics Manager to refuel.
  • Ensure the presence of all required equipment (fire extinguisher, jack, repair tools, first aid kit, etc.).
  • Confirm that all vehicle-related documents are present (insurance, logbook, accident form, etc.).
  • Review the logbook in relation to the vehicle’s mileage.
  • Report any anomalies immediately to the fleet manager.

Weekly Maintenance

  • Check the proper functioning of lights, lamps, horn, and windshield wipers.
  • Inspect the general condition of the vehicle.
  • Check tire pressure.
  • Regularly clean the interior and exterior of the vehicle.

Specific Instructions

  • Never use Red Cross vehicles for personal reasons.
  • Do not consume alcohol during service hours, including lunch breaks.
  • Always carry a valid driver’s license, identity card, and badge.

General Responsibilities for All IFRC Staff

  • Actively work towards achieving the objectives of the Secretariat.

  • Perform any other tasks or responsibilities assigned by the supervisor to ensure smooth service operations.

Education

 

  • Lower secondary school diploma. Required.
  • Valid driver’s license (Category B for light vehicles, Category C or D for heavy vehicles and passenger transport) is essential. Required.
  • Driver training or certification e.g. defensive driving, vehicle maintenance knowledge, or specialized transport training. Preferred.

 

Experience

 

  • Minimum 4 years working experience in a similar position. Required.
  • Working experience with international organizations, NGO or Embassy is highly desirable. Required.

 

Knowledge, Skills and Languages

 

  • Proficient computer skills. Required.
  • Mechanical knowledge, training in first aid or security is an advantage. Required.
  • Broad understanding of Red Cross/Red Crescent activities. Required.
  • Fluent in both written and spoken French. Required.
  • Other languages: English. Preferred.
