PROJECT BACKGROUND
GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). In order for Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development. In order to support these efforts, GGGI is working directly with Paraguay’s Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES) through its Directorate of Strategic Planning to improve Paraguay’s Readiness to access finance for climate change and green growth projects.
A key component of GGGI’s technical assistance includes supporting Agencia Financiera de Desarrollo (AFD) and other institution to secure their accreditation to the GCF, by strengthening the DAE´s Gender policy and its alignment with GCF accreditation standards as outlined in the results of the GAP Assessment and Accreditation Action Plan
OBJECTIVES OF THE ASSIGNMENT
The Due Diligence and Fiduciary Standards Specialist, GCF Accreditation Consultant will deliver technical assistance and capacity building to AFD and other institution (candidate Direct Access Entities) to strengthen their DAE´s Gender policy and its alignment with GCF accreditation standards as outlined in the results of the GAP Assessment and Accreditation Action Plan requirements.
The overall objectives of the Consultant position are:
- Strengthening candidate DAE’s fiduciary standards to comply with the requirements of the desired accreditation type
- Assess the progress by candidate DAE in adopting and implementing Gender ad ESS policy and systems based on the Gap Assessment and Action Plan
- Accompany candidate DAE throughout the accreditation process, including pre stage, stage I and stage II: from nomination to capacity building, system development, integration, collection, translation and submission of accreditation documents to the GCF
The consultant should consider at least one (1) trip with three (3) days duration and will be responsible for covering his/her own travel expenses.

The Due Diligence and Fiduciary Standards Specialist, GCF Accreditation Consultant will report to Project Manager and will keep informed the Paraguay GCF’s Nationally Designated Authority (NDA) in the Ministry of Environment and Sustainable Development (MADES).

- Identify and engage with the key internal stakeholders that will be responsible for supporting the ESS & Fiduciary policies development and implementation.
- Product: Map outlining relevant units, areas and decision-makers involved in the development and implementation of ESS & Fiduciary policies within each candidate DAE
- Prepare and deliver awareness-raising sessions and awareness-raising materials to all relevant units within candidate DAEs, to enhance understanding of ESS and Fiduciary issues, risks, and opportunities.

All deliverables, including the final report, must be approved by the GGGI and the evaluated institution The Consultant should strive to integrate GGGI’s and MADES’s comments within 14 days from the receipt of the comments or modification requests.
All capacity building and awareness raising deliverables must be accompanied by meeting minutes, including agenda, summary, participants list disaggregated by gender, presentation, post-session evaluation results.
EXPERTISE REQUIRED
- Fluent in spoken and written English and Spanish
- Master’s degree in law, Economics, Business Administration, Engineering or other relevant disciplined combined with at least seven years of relevant professional experience in due diligence, risks management, auditing or the like, preferably within financial institutions in Paraguay
- Experience in accreditation/certification processes and standards is desired
- Familiarity with the Paraguayan financial sector is an asset
- Prior working experience with the Ministry of Environment and/or the Ministry of Finance is desired
- Understanding and familiarity with IFC Performance Standards
- Familiarity with GCF accreditation requirements and processes is a must
- Previous work experience in international organizations or multinationals in developing countries is a strength
- Excellent communication skills to lead change-processes efforts at all levels of the bank is a must
- Strong interpersonal and communication skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts

ADMINISTRATIVE INFORMATION
The consultant will report to GGGI Project Manager and will keep informed the Paraguay GCF NDA in the Ministry of Environment and Sustainable Development (MADES).
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the Project Manager.
Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
