The Development Impact Measurement Department (CDI) is part of the Economics & Private Sector Development Vice Presidency (CED). It is responsible for developing methodologies and assessing the development impact of IFC investments and advisory services. This includes implementing the ex-ante development impact framework (the Anticipated Impact Measurement and Monitoring system or AIMM); measuring development impact during the investment and advisory services project life cycle; conducting ex-post empirical evaluations; and collaborating with and convening the global impact investing community. The department includes units for Manufacturing, Agribusiness, and Services (CDIMA); Financial Institutions (CDIFI); Infrastructure (CDIIN); and Funds and Disruptive Technology (CDIDF). The department also includes staff working on cross-cutting and thematic areas of results measurement, impact evaluations, corporate reporting, and sustainability, that support all industry groups (CDIIR).
The Department is seeking to recruit an ETC, who will work under the CDIIR unit, to provide results measurement support to the IFC’s creating markets advisory and economics (CAE) teams. The ETC will closely with the CDIIR results measurement specialists to support operational teams to design log frames, develop the theory of change, and to track, monitor and report on their results. The ETC will ensure consistent application of standard impact measurement and monitoring frameworks, help generate relevant lessons, and support staff in looping such lessons back to project design. The ETC will also support results reporting and engagement on donor funded facilities, and contribute to evaluative work and post completion monitoring.
The ETC will work closely with other Results Measurement Specialists in the Department under the supervision of the manager for CDIIR. We are looking for a motivated and dynamic professional, with analytical skills and hands-on results measurement experience in the private sector and a track record of undertaking tasks with minimum supervision and working across teams. The position is based at Viena, Austria.
Duties and responsibilities
The roles and responsibilities of the position are focused on delivering monitoring and evaluation services to CAE operations team, regional donor reporting, support developing results measurement tools and methodologies, conduct trainings for operations teams.
Specific duties and responsibilities include the following:
• Work with Results Measurement (RM) Specialists and CAE project teams to ensure consistent understanding and application of results measurement frameworks and methods throughout the project lifecycle.
• Monitor data quality and provide inputs to help Advisory-Upstream operations improve the quality of their evidence and documentation of claimed results.
• Support CAE operations teams to track and report on successfully implemented reforms real-time.
• Provide M&E inputs to IFC’s Development Impact report, annual report, and engagement with donor facilities.
• Support CDIIR’s analytical agenda related to key topics in real sectors such as development impact of CAE operations, and sector analytics.
• Support the design, planning and implementation of evaluations to enable a better understanding of ex-post impact. Support dissemination of key lessons and findings from evaluations.
• Train operational staff on results measurement best practices.
• Support CAE operation teams in responding to issues raised by draft independent evaluation group (IEG) evaluation notes.
• Helping deliver on strategic engagements, initiatives, and publications by working closely with the CDIIR manager and CAE RM teams as needed.
Selection Criteria
• Master’s in economics, Statistics, Public Policy and 4+ years of relevant experience in supporting results measurement for private sector operations.
• Strong experience in private sector development, especially in the areas of M&E and economic research.
• Experience with business analytics and results measurement methods, including, survey design, conduct in-depth interview, manage focus group discussion.
• Demonstrated experience in design and execution of experimental and non-experimental evaluations.
• Training or certification in monitoring and to persuade and influence others across organizational boundaries/or evaluations is a plus.
• Experience with donor reporting and management of M&E functions of donor funded facilities.
• Advanced skills in quantitative analysis, including Excel and statistical software (e.g., STATA, R, etc.)
• English language fluency is required, with Arabic, French and/or Spanish language skills is a plus.
