IFC Europe Department (EUR) is hiring an E T Consultant / Operations Officer to provide operational and outreach support to its operations in Ukraine. The E T Consultant / Operations Officer leads the implementation of communication outreach to external stakeholders (media, government and donors) to support implementation of the Ukraine program, contributes to the strategy for the program, prepares briefs and reports on country and regional activities, organizes events, and engages with government agencies, private sector, and other stakeholders.
The candidate must be a self-starter, capable of taking initiative to cover a range of tasks, with outstanding English speaking and writing skills, able to thrive in a small, entrepreneurial team/environment and to work independently with minimal supervision.
Duties and Accountabilities:
• Provide strategic advice to IFC country management on outreach activity with GoU, donor governments, private sector clients, and media including through development of supportive materials;
• Maintain IFC’s visibility and reputation at relevant financial conferences and investor events;
• Regular and consistent messaging on Ukraine program to internal stakeholders; quality control of materials produced;
• Maintain outreach activity including through building effective internal working relations with relevant Country Offices, Econ Teams, Industry Teams, and Business Partners;
• Support engagement strategy with key external stakeholders in Ukraine – Ukraine govt and key private sector clients. Lead in preparation for high-level meetings including through coordinating and writing briefing notes and background documents.
• Support fundraising pipeline development through the creation of a library of communication materials and analysis of donor trends in Ukraine funding landscape;
• Work with Regional Communications and Partnerships teams to build in clear communications that account for funders’ needs as well as IFC”s;
• Serve as a focal point in the Country Team for overseeing the timely production and delivery of communications materials (incl. Talking Points for public events);
• Assist in building and maintaining relations with other IFIs that support the private sector driven rebuild of Ukraine, with special focus on joint mobilization of resources;
• Provide technical support during negotiation processes with key partners;
• Facilitate forming IFC’s corporate position at key high-level discussions related to implementing Ukraine support program;
• Support the timely review, editing, and approval of content.
• Assist with special projects and other duties as assigned.
Selection Criteria
• Master’s degree in a related field and at least 4–8 years of relevant experience. Related fields of education include business, finance, politics, economics or an area of expertise specific to a sector, subject matter, or industry specialty. Relevant experience could include a proven track record in business consulting or operational experience in outreach/advocacy for private sector development.
• Familiarity with the social and economic challenges of Ukraine.
• Command of English (written and verbal) is required; knowledge of Ukrainian will be considered a plus.
• Strategic thinking combined with thorough attention to details and attention to quality of deliverables.
• Proven experience and skills in outreach and stakeholder engagement. Outstanding communication skills and ability to adapt content for specific audiences.
• Team player with excellent problem solving and analytical skills, with an ability to execute tasks timely, ability to work effectively and with sensitivity in a multicultural environment.
• Understanding of IFC products and operations a significant plus.
