MIGA promotes cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.
 
The CAO’s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)—the private sector lending and insurance arms of the World Bank Group—to address complaints from people affected by IFC and MIGA activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. 
 
CAO’s Dispute Resolution Function resolves issues raised by complainants about the environmental and/or social impacts of IFC and/or MIGA financed investments. The dispute resolution process is a neutral, collaborative, problem-solving approach with the goal of contributing to improved outcomes on the ground. Role & Responsibilities
 
Working to support the Head of Dispute Resolution, the E T Consultant will work closely with the Head of the Dispute Resolution Function to provide support to Head of the DR Unit in delivering the strategic objectives of the DR Unit:
 
Research and Project Management
•  Provide research assistance to the Head of function on sensitive matters.
•  Follow-up on commitments and actions from team meetings.
•  Follow up with the DR team on delivery of CAO wide strategic priorities and coordinate with parties responsible for implementation.
•  Follow up on outreach activities including coordination of strategic engagement of DR team with parties inside and outside the organization.
•  Presentation of proposals to eliminate communication bottlenecks in the office and streamline office procedures between the supervisor’s office and subordinate division.
•  Work independently on a variety of issues affecting the DR function and maintain regular contact, with a wide range of staff to stay abreast of emerging issues requiring attention and establishing a systematic interaction with staff for follow-up.
 
Event Management
•  Manage major events for the team (Mediator Summit and Regional Workshops), including budget, logistics, planning, procurement and negotiations with vendors.
•  Respond to ad hoc requests related to events.
 
Support in monitoring DR Function budget
•  In collaboration with the CAO Finance Team and the Head of the Dispute Resolution Specialist, monitor the expenditure of the allocated budget for the department.
•  Work with Specialist to monitor individual case budgets. 
•  Manage budget for DR events (mediator Summit and Regional Workshops).
 
General Admin
•  Provide administrative services including diary management and booking meetings. 
•  Prioritize emails and respond where appropriate, manage the e-mail boxes and communication on behalf of the Head of Dispute Resolution.
•  Arrange meetings and prepare briefing materials where necessary for the Head of Dispute Resolution. 
•  Ensure all correspondence and relevant materials are produced in a timely and accurate manner. 
•  Provide a weekly note in preparation for the week ahead. 
•  Support CAO staff with procurement of short-term consultants (STC) and consulting services firms. 
•  Oversee administrative tasks to ensure their smooth and effective execution, thereby contributing to the overall smooth operation of the DR Function. 

 

Selection Criteria

 

•  Bachelor’s degree with at least five (5) years of relevant professional experience in WBG.
•  Experience providing advisory support and follow up on, budget management, program management, and or office management. 
•  Good understanding of World Bank Group procedures as they affect budget, human resources, and administrative activities.
•  Strong analytical skills and ability to identify substantive issues and propose solutions. 
•  Ability to see the big picture, think strategically. 
•  Experience in producing high quality work within very short deadlines, to prioritize work effectively among multiple demands, and adapt to unexpected work program needs. 
•  Outstanding communications and interpersonal skills with multi-cultural sensitivity, positive reputation for acting with discretion in dealing with staff at all levels.  
•  Ability to build effective work relations with colleagues and clients, and to influence others without formal authority.  
•  Ability to deal with difficult situations with patience and tact, yet with firmness.  
•  Outstanding organizational skills. Strong follow-up and follow-through skills.
•  Excellent verbal and written communication skills in English and another language will be an added advantage.
•  Proactive attitude and adaptability as well as ability to anticipate and resolve issues.
•  Professional demeanor and high level of discretion and judgement in handling sensitive and confidential matters.
•  Advanced user skills of standard computer applications and proficiency in MS Office tools (including Words, Excel, Power Point and Remote Work tools and apps). Willingness and facility to learn new programs and applications as needed.
•  Problem solver with proven ability to work independently and as part of a team, and a track record that demonstrates the ability to balance and prioritize competing demands under high levels of pressure.
