IFC Office in Warsaw is hiring an Extended Term (ET) Consultant as Associate Operations Officer to provide operational, analytical, and logistics support to its operations in Poland. The ET Consultant / Associate Operations Officer initiates and undertakes market mappings across sectors, originates new initiatives and business contacts, contributes to the development of the country strategy, contributes to project preparation and analysis, prepares briefs and reports on country and regional activities, organizes events, and engages with government agencies, municipalities, private sector, and other stakeholders. The position will also include the role of focal point/ coordinator for IFC activities with municipalities, and for possible IFC’s engagements with the European Commission and other EU-related stakeholders. This position is based in Warsaw.
The candidate must be a self-starter, passionate about socio-economic development, with excellent knowledge of the Polish business and institutional environment, able to thrive in a small, entrepreneurial team/environment and to work independently with minimal supervision.
Duties and Accountabilities:
• Support IFC in developing investment and advisory projects in Poland in line with IFC priorities in the country and under the supervision of IFC country representative in Poland;
• Map and identify potential partners and projects, perform targeted client outreach, analyze priority industries such as infrastructure, agribusiness, manufacturing and services, financial sector (covering SME development) and municipal sector as well as investment climate issues;
• Support IFC in developing public-private investments and long-term cooperation’s with municipalities;
• Monitor and identify possibilities to implement hybrid financing for investments;
• Monitor and contribute to IFC upstream activities happening in Poland;
• Provide business intelligence to investment teams to enable them to identify integrity issues.
• Contribute to strong relationships with IFC clients, global and regional private businesses, banking and multilateral partners and government officials to further develop investment opportunities in industry sectors with a high developmental impact;
• Contribute to briefing materials for Poland;
• Assist the different project teams in coordinating missions, building on IFC relationships with key clients and development partners, and subsequent follow-ups;
• Maintain solid knowledge and understanding of the Polish economy, financial markets and the priority industries. Gather information on specific sectors, trends, and terms of domestic and international investment;
• Keep current of key private sector and public sector events and meetings as appropriate in which IFC representation/involvement is relevant for business development;
• Learn and remain current on key IFC products and services, including investment and advisory products as well as the main standards and requirements.
Selection Criteria
• Master’s degree in economics, finance, public policy, business, international affairs or related field and at least 5 years of relevant experience in international finance, development, and/or consulting and strategy.
• Understanding of municipal finance and how various types of financial models can be implemented, including public-private partnership scheme, and EU structural funds implementation.
• Strategic thinking combined with thorough attention to details, thoughtful scenario analysis, and attention to quality of deliverables. Prior experience developing country and sector strategies and presentations would be a plus.
• Experience in creating and managing interinstitutional teams to implement joint projects;
• Understanding of sector drivers, business/market development cycles within a country, as well as implications of environmental and social sustainability issues, and how sector dynamics may evolve;
• Client relationship skills. Ability to interact directly and independently with the business counterparts. Ability to focus on client needs;
• Strong interpersonal skills, ability to work successfully in multicultural teams and across boundaries, to contribute to networks across IFC;
• Good analytical, financial analysis, financial modeling, credit, integrity assessment, and business skills to screen project proposals;
• Excellent written, verbal communication and presentation skills in both English and Polish are required.
• Excellent organizational and time management skills; ability to deliver in tight deadlines. Strong ability to multitask.
• Team player with excellent problem solving and analytical skills, with an ability to execute tasks timely, ability to work effectively and with sensitivity in a multicultural environment.
