The IFC Controllers Department is responsible for effectively and efficiently managing IFC’s Financial Operations (loan, equity, and short-term finance operations, and back-office treasury support operations), Financial Reporting (including reporting and analysis, portfolio review, investment accounting and accounting policy), Internal Controls, and Financial Integration, Systems, and Projects. The Department comprises approximately 140 diverse and highly skilled staff, based in Washington DC, and Chennai. 
 
The Financial Integration, Systems, and Projects (CNTFS) unit within the Controllers Department focuses on the integration of relevant data from IFC’s key accounting and transaction systems into timely and accurate management reporting that supports decision-making in line with IFC’s strategic priorities.  One of the primary responsibilities of the unit is the business ownership of IFC’s investment profitability system, FSRS (financial sustainability reporting system), a management reporting tool with close to 300 users within IFC, which brings together and disaggregates financial data from IFC Controllers systems to provide investment P&L statements down to investment project-level.  In addition to maintaining FSRS and providing investment portfolio analytics for portfolio reviews, KPI scorecards, and other corporate reports, the team is involved in a host of different Corporate and / or Controllers projects and initiatives that seek to enhance IFC’s ability to capture relevant information and integrate data from different streams into transaction, accounting, and operations systems and ultimately to management reporting.  The team is also extensively involved in the digital transformation of the Controllers department comprising systems and automation initiatives, implementation of IT systems, and upgrades.
 
CNTFS has co-located some aspects of its work program to IFC’s Chennai Office (CNTCO), which has recruited staff in the IFC Financial Integration, Projects & Systems (CNTFI) to deliver their work program. 
 
CNTFI unit is seeking an Extended Term Consultant to manage the work program related to the program management office, systems and automation, including (i) managing the cross-departmental coordination on smaller and larger projects involving changes to the CNT IT ecosystem and profitability analytics; (ii) manage the creation of efficiencies through automation and streamlining of processes and deliverables; (iii) assure IT systems projects are under budget and comply with business requirements and governance framework(s) and (iv) support CNT systems.
 
This position will report to the Team Lead of the CNTFI unit in Chennai. The successful candidate will be responsible for various aspects of the CNTFS work program: support the business team in their automation initiatives, and implementation of IT systems and upgrades, as well as in the implementation of new initiatives and financial products to ensure that data is recorded accurately and timely; automation development & support for business requirements/projects initiated for the Controller’s business; providing management and financial accounting support for IFC financial, and reporting systems, designing datamining and analytical tools; and providing input into technology/automation development, actively managing project management office for various CNT and corporate initiatives. 
 
Roles and Responsibilities
 
The Consultant is a key member of the team, will be responsible for the automation development & support for business requirements/projects initiated for CNT units. He/ She is expected to independently undertake and deliver on specific substantive pieces of work assigned, in coordination with the relevant teams in CNT and across the World Bank Group.
 
•  Provide support to CNT’s various existing and future business automation, transformations, and big-ticket institutional projects like loan system replacement, Investran Upgrade, Core operations system replacement etc. in close coordination with different stakeholders, and the IT support teams. 
•  Understand the business requirements and challenges to translate into Automation Project requirements. The person should be able to break down the business process into smaller work break down structure for automation.
•  Support Training of Business and other partners/ stakeholders about automation products & features and guide/support other team members involved in the Automation Development projects.
•  Support in training and building automated solutions by leveraging technology tools like the Power platform and adopting best practices.
•  Support in building Power Apps and Power BI dashboards for the CNT onboarding platform and managing workflows using Power Automate e.g. sending reminders to responsible parties, ensuring timely completion of activities, and tracking progress to completion etc.
•  Support the development of applications and dashboards for various work program deliverables and initiatives.
•  Leverage learning resources for collaborating initiatives through institutional tools like LinkedIn Learning, Gartner OLC etc.
•  Support in configuring widgets, curating the page contents as a Publisher, and providing solutions for user-friendly widgets for configuring intranet webpages.
•  Design an Optimal Solution for the business requirements and work closely with all the stakeholders including Technology/Business leads to approve the design.
•  Plan and Execute the Development of assigned use cases and work with all relevant teams to facilitate User Acceptance Testing clearances followed by deployment in the production environment.
•  Update all the stakeholders proactively for all the risks/issues identified during the execution.
•  Proactively support the resolution of all the issues encountered during the development/Production life cycle and work with counterparts to arrive at closure of issues identified during the life cycle.
•  Work closely with the other Tech Partners to improve the product and infrastructure features and support all the required development/testing efforts for mandatory technology changes such as version upgrades.
•  Work on Adhoc tasks assigned by Supervisors to achieve department goals.

Selection Criteria

 

•  Bachelor’s degree in Engineering/Computer Science, IT, or Commerce with Diploma in Software Engineering. 
•  Minimum of 3 years of professional experience in application development (programming, SQL/Relational Databases, and SDLC)
•  Extensive experience in Office 365 including Power Platforms, and SharePoint Online. 
•  Skilled in Web Technologies like JavaScript, jQuery, CSS, and HTML 
•  Experience in providing low code/no code solutions by leveraging technology
•  Skilled in performing feasibility studies, proof of concepts, and solutions for various platforms.
•  Provide guidance, support, and training to end users, content managers, site owners, and support staff as needed on items related to set-up, design, content management, permissions, site ownership, document management, Power Automate Flows Power Apps, etc.
•  Excellent organization skills and ability to interact tactfully and professionally with clients and staff across levels.
•  Ability to deliver quality results under pressure, and with limited direct supervision.
•  Excellent problem-solving and analytical skills. 
•  Excellent written and verbal communication skills, with the ability to convey complex issues concisely to senior management, colleagues, and clients
