Data Access and Confidentiality Office:
The Business Risk and Compliance Department (CBR) is responsible for setting business standards and providing advice and guidance to the IFC Board, Management, and business teams in relation to a diverse range of non-financial business risks that may arise in IFC investments, advisory work, and corporate functions. Among the non-financial risks covered by CBR are confidentiality, data access governance, corporate cyber security, and technology business risk. The Data Access and Confidentiality Office (DACO) in CBR ensures that access to restricted information in key IFC systems is managed in line with IFC confidentiality obligations and expectations, and performs second line of defense compliance oversight of the IT and business departments related to access governance rules.
As a Data Engineer within DACO, you will play a crucial part in laying the technical groundwork for our comprehensive data governance program. Your contributions will directly impact our organization’s ability to safeguard sensitive data and ensure compliance with data access and confidentiality policies. You will be at the forefront of shaping DACO’s contribution to IFC’s data governance program. Your technical expertise and dedication to maintaining data integrity and confidentiality will contribute significantly to our organization’s success.
The successful candidate will report to the DACO Data Governance Program Manager and will work closely with the other team members of DACO. This job will be based out of Washington, D.C.
Roles & Responsibilities:
• Assist in the implementation and enhancement of data access controls, data encryption mechanisms, and secure data storage solutions to ensure the confidentiality and integrity of sensitive data.
• Work closely with data analysts, database administrators, and other stakeholders to understand their data requirements and help design efficient data pipelines for data processing, transformation, and integration.
• Develop and maintain data integration workflows, data pipelines, and ETL processes to ensure timely and accurate data provisioning to authorized users while adhering to data governance policies.
• Collaborate with the IT security team to implement data security measures, such as access controls, authentication mechanisms, and data encryption, to protect sensitive data from unauthorized access or breaches.
• Assist in the development and maintenance of IAM frameworks, including user access management, role-based access control (RBAC), policy-based access control (PBAC) and identity lifecycle management, to enforce data confidentiality and access restrictions.
• Conduct data quality assessments, data profiling, and data validation activities to ensure the accuracy, consistency, and reliability of data across systems and databases.
• Collaborate with cross-functional teams to identify and implement solutions for data governance and data privacy challenges, ensuring compliance with relevant policies.
Selection Criteria
• Bachelor’s degree in Computer Science, Data Engineering, Information Systems, or a related field. A master’s degree is a plus.
• At least 5 years of experience with a strong foundation in data engineering concepts, data management, and data governance principles.
• Proficiency in programming languages such as Python, C#, etc. and experience with data manipulation and transformation using SQL.
• Familiarity with data engineering tools and frameworks, such as Dremio, Azure Databricks, Azure Synapse, Azure Data Lake; and Apache Spark, PostgreSQL, etc.
• Knowledge of data access controls and encryption techniques.
• Basic understanding of IAM concepts, RBAC, PBAC, and identity lifecycle management.
• Familiarity with Azure Active Directory or Microsoft Entra will be beneficial.
• Familiarity with data integration techniques, ETL processes, and data pipeline development.
• Strong problem-solving skills with the ability to troubleshoot and resolve data-related issues in a fast-paced environment.
