IFC’s Health and Education (H&E) program supports the World Bank Group’s aim of improving access to quality affordable education. The Global H&E team manages IFC’s investment activities and supports initiatives in the areas of private health and education. The team works with a wide range of investment products, from project and corporate finance on the debt side, to equity and quasi-equity in private and listed companies.  In addition, the team supports development and deployment of relevant advisory tools, notably in the areas of Graduate Employability, Health Quality and Digital readiness.

In the education sector, IFC supports digital transformation of higher education institutions (HEIs) across the geographies where it operates through the Digital for Tertiary Education Program (D4TEP). The goal of D4TEP is to accelerate HEIs’ digital transformation, through a methodology that draws on the latest knowledge for digital transformation of firms and includes both training and operational support. The core focus is on development of a digital transformation strategy and support in implementation of the strategy, through digitization of academic operations and related administrative and operational processes.

Nearly 20 educational institutions have completed D4TEP since July 2020 across Latin America, Asia and Africa. The program will roll out support to additional educational institutions in 2024-2026.
IFC is now looking for an Extended Term Consultant to lead the delivery of this initiative. The D4TEP Team Lead will deliver consulting engagements for HEIs, supported by technical experts in ICT solutions and in close collaboration with IFC’s Health and Education team. The Team Lead will be responsible for directly engaging clients on D4TEP advisory, and for developing an investment case and supporting potential IFC financing resulting from these engagements. The Team Lead will be responsible for day-to-day operational oversight of D4TEP, including people, budget, and procurement as well as management of relationships with donor partners. The D4TEP Team Lead will work under guidance of IFC’s Education Advisory Lead.

Duties and Accountabilities

Day-to-day operational oversight of D4TEP:

•  Support the identification of a pipeline of HEIs for D4TEP with a view of achieving conversion into investment mandates;
•  Select and oversee a team of staff and consultants to deliver client engagements;
•  Oversee vendor hiring and selection; monitor vendor deliverables for timeliness and quality;
•  Track and monitor spending against allocated budgets;
•  Engage donor partners and prepare donor reports and presentations in line with requirements;
•  Lead project internal and external reporting, prepare documentation and follow all required advisory governance procedures including for client legal agreements, invoicing and payments, and operational results monitoring and evaluation;
•  Identify and contract technical experts by leveraging and building relationships with players in  edtech and education;
•  Contribute to IFC outreach and communications efforts by preparing and presenting information on D4TEP activities and client results;
•  Continuously contribute to improvement of D4TEP methodology by capturing client and partner feedback and iterating project design and delivery in line with lessons learned.

Directly lead client HEIs through the D4TEP engagement:

•  Liaise with the client’s management team to present project methodology, agree an agenda for the overall advisory delivery process and lead organization of project logistics with the client;
•  Advise the client in completing assessments, surveys and templates included in the methodology online or in paper form;
•  Hold interviews at the client institution (virtually/in person) by leading interviews of staff, management and faculty in line with D4TEP methodology;
•  Participate in all client workshops and events, directly facilitate relevant sessions with own expertise while managing input of internal and external experts;
•  Ensure client receives required logistical and operational support to complete the D4TEP program;
•  Prepare and present debriefs and planning documents to summarize and validate key findings;
•  Deliver findings (virtually/in person) and recommendations to senior institutional leadership and incorporate client feedback into project outputs;
•  Follow up with clients to track results and report on outcomes and impact of the program;
•  Drive efficient resolution of roadblocks and delays to progress by working closely with the client and relevant IFC teams.

 

Selection Criteria

•  Commitment to the World Bank Group mission, strategy and values.
•  University degree and at least 12 years work experience in consulting and higher education.
•  Fluency in English and Spanish is required, other languages a plus.
•  Prior work experience in an administrative role with a tertiary education provider.
•  Demonstrated experience leading consultancy engagements for private sector clients.
•  Familiarity with technology solutions for education, understanding of pros and cons of various edtech providers.
•  Excellent problem solving and organizational skills, strong follow-through and attention to detail.
•  Drive for results and ability to deliver quality outputs under challenging timetables.
•  Ability to effectively manage multiple work streams; flexibility to quickly adapt to changing requirements.
•  Tact and diplomacy to deliver advice to senior executives and operational staff.
