MIGA promotes cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.

The CAO’s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA) – the private sector lending and insurance arms of the World Bank Group – to address complaints from people affected by IFC and MIGA activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. 

CAO’s advisory function provides advice to IFC/MIGA and the Boards with the purpose of improving IFC/MIGA systemic performance on environmental and social sustainability and reducing the risk of harm to people and the environment. CAO’s advisory work provides insights and recommendations on broader environmental and social issues relevant to IFC’s and MIGA’s work by drawing on CAO experience addressing complaints and good international practice. 

This position is based in Washington, D.C. and reports to the head of CAO Advisory.

Duties and Accountabilities

CAO is looking for an Extended Term Consultant with solid research, data, and policy analysis skills to join its Advisory Team. Reporting to the head of Advisory, this ETC will undertake a range of duties, including but not limited to the following:

•  Contribute to CAO’s data identification, collection, organization, and management processes, including entering, quality assuring, revising, and monitoring data.
•  Interpret patterns and trends related to CAO’s data and case experience;
•  Review CAO data and other pertinent information to generate ideas for potential advisory work in collaboration with other staff.
•  Manage projects (advisory projects) to timelines and within budget, ensure deliverables amongst competing pressures and priorities.
•  Contribute to the translation of insights into concrete and actionable recommendations using understanding of institutional processes and culture and creativity, drawing on CAO colleagues in other functions.
•  Effectively communicate CAO’s work to a variety of audiences within and outside the World Bank Group. Demonstrate a strategic mindset in delivering messages.
•  Coordinate and supervise the inputs for CAO’s Monitoring and Evaluation system, including the collection of survey data from a range of stakeholders, production of monitoring and evaluation (M&E) reports, and coordination of inputs to the Management Action Tracking Record.
•  Provide support in relation to the contracting, work planning and budgeting of advisory consultants.
•  Demonstrate conflict management skills and foster engagement with IFC/MIGA staff, community groups, NGOs, and private sector sponsors, while maintaining the independence and integrity of CAO.
•  Help and input in relation to work planning and budgeting as assigned.
•  Collaborate closely with Dispute Resolution team and Compliance team and across organizational boundaries, internally and externally.
•  Ability to hold a conference, facilitate workshops, and deliver key presentations with support and guidance from more senior staff.
•  Other duties as assigned by the head of the CAO advisory function and the CAO Director General.
•  Develop relationships with relevant internal and external stakeholders to improve advisory impact.

 

Selection Criteria

 

•  Master’s Degree in a relevant field including social sciences, international development, environment, business, or engineering.
•  Minimum of 5-8 years of relevant experience.
•  Outstanding research skills, including ability to organize, review, synthetize and analyze large amounts of information clearly and coherently.
•  Excellent writing skills.
•  High level skill at reviewing and interpreting qualitative and quantitative data.
•  High level skill in policy analysis and interpretation, particularly as it pertains to E&S standards.
•  Demonstrated ability to work with Excel, knowledge of Tableau or other similar software would be highly valued.
•  Ability to define and complete assigned tasks with limited supervision.
•  Commitment to accountability and access to remedy for project affected people.
•  Capacity to work effectively with a range of stakeholders including the private sector, government, NGOs, and project affected communities.
•  Ability to deal with conflicting priorities under high pressure and with issues of ethics and integrity at forefront of work.
•  Ability to work effectively in teams and in highly sensitive and politically charged environments.
•  Ability to navigate sensitive situations and issues around confidentiality appropriately.
•  Excellent communication (written and oral), inter-personal, and problem-solving skills.
•  Fluency in English required, with other languages an asset.

Preferred qualifications

•  Experience working on environmental and social sustainability in relation to the private sector with exposure to less developed country contexts.
•  Advanced knowledge of IFC’s Sustainability Framework or similar systems for identifying and managing environmental and social risks and impacts.
•  Advanced knowledge of CAO processes.
•  Advanced knowledge of IFC’s business and systems.
