Job Description:

Job Purpose:

The World Vision Syria Response Early Recovery and Livelihood (ERL) Advisor will be responsible for the technical quality of programming within Early Recovery and Livelihoods in Jordan, Syria, and Turkiye. Including:

  • Ensuring robust proposal designs that are in line with the response objectives and donor priorities
  • Developing, supporting, and coordinating the implementation of ERL activities for Syrian Refugees and host communities in Syria, Jordan, and Turkiye.
  • Providing guidance and overall technical support for ERL programming, enhancing World Vision’s Syria Response capacity
  • Supporting Field Operations and MEAL to ensure sound monitoring and evaluation systems are in place.
  • Supporting staff at the area-office level, in support departments (finance, human resources, program support, etc.), internally with the World Vision Partnership and with external stakeholders, particularly local partners, to ensure a quality humanitarian response, according to World and international standards.

 

 

Knowledge/ Qualifications for the role:

 

Program Development

  • Formulate the ERL strategy within the response strategy and disseminate it to Syria Response teams and partners
  • Take the lead on identifying needs for program areas based on needs assessments and reports.
  • Coordinate with WV technical leads at the regional and global level to ensure alignment and best practice
  • Lead the technical design of new ERL proposals
  • Ensure the development of ERL activities in alignment with government, UNDP, WFP, FAO, donor, Sphere, WVI, and sector guidance

Quality assurance & Capacity Building

  • Ensure appropriate community and partner engagement in the development and implementation of ERL programs
  • Support in the organizational capacity assessment of partner and potential partner organizations
  • Support the recruitment process of relevant ERL Staff at the field level
  • Coach/mentor ERL field-level technical staff who work on ERL-related projects/activities in coordination with the Field Operations Department to improve the quality of implementation
  • Identify and work with partner organizations to strengthen their capacity to implement quality ERL interventions
  • Ensure compliance with the donor, grant, technical standards, and budget
  • Provide technical input and recommendations in the procurement process for ERL services and materials

Coordination, Networking, Fundraising

  • Represent World Vision at ERL, Cash, and Basic Assistance sector coordination/donor meetings
  • Build relationships with other ERL actors, UN, Donor Representatives, and other NGOs
  • Seek opportunities to collaborate with other organizations in both coordination, learning, and programming
  • Network with other WV entities, particularly around best practices, technical approaches, and resource acquisition
  • Provide WV’s Communication and Advocacy department with information to highlight WV’s ERL  activities and impact

Monitoring and Reporting

  • In cooperation with the MEAL department, strengthen the monitoring and reporting system
  • Assist the MEAL department in the selection of appropriate indicators and tools for monitoring ERL activities
  • Review, analyze, and provide input and feedback on ERL program/project reports to improve quality (including assessments, design documents, monitoring, project, and evaluation reports)
  • Utilize monitoring and evaluation data to make operational improvements
  • Ensure compliance with WV and donor standards in the implementation and management of the ERL program
  • Every quarter, provide an ERL sector report for the Syria Response

Learning and Research

  • Ensure experiences and lessons learned are shared between teams and incorporated into new concepts/proposals
  • Design and carry out sectoral assessments
  • Collaborate with MEAL department, sectoral or academic actors to identify and pursue focused research initiatives
  • Identify new trends and opportunities to adapt technical approaches and projects
  • Provide support and close monitoring to test new/adapted project models/approaches.
  • Identify unintended consequences and work to adjust projects and sectors to address challenges and take advantage of opportunities

 

Required Professional Experience:

  • Minimum of 5 years of experience in humanitarian Livelihood, Early Recovery, Resilience, and Cash Programming interventions
  • Strong understanding of Early Recovery, Livelihood, Resilience, and Cash programming
  • Excellent coordination and networking skills
  • Ability to work in and contribute to a collaborative team environment
  • Willingness and ability to travel to project areas (including international travel)
  • Excellent analytical/problem-solving skills
  • Detail Oriented
  • Ability to work with minimal supervision
  • Humanitarian relief experience with INGOs or UN in ERL

 

Required Education, training, license, registration, and certification:

  • Master’s Degree in international development, agriculture, business or other related area, or a bachelor’s degree with 7 years of experience
  • Excellent knowledge and communication skills in English

 

Preferred Knowledge and Qualifications:

  • Experience working with major donors
  • Experience working in Turkiye is a plus

 

Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally

 

Language Requirements

English and Arabic are a must.
