Eastern Caribbean Program Officer

POSITION SUMMARY

The Program Officer will support the Caribbean Representative on overall program management of the Eastern Caribbean portfolio, assist in the development and strengthening of strategic partnerships and contribution to the identification, design and development of green growth projects and programs in the region.

GGGI’s Caribbean portfolio currently includes country programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean states managed out of the Organization of Eastern Caribbean States (OECS) Commission in St. Lucia. All of GGGI’s Caribbean programs provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.

PURPOSE

The Eastern Caribbean Program Officer will be responsible for supporting the design of green growth projects, and development of proposals for Eastern Caribbean programs in the Caribbean. The Program Officer will provide program management support to all projects being delivered in the Organization of Eastern Caribbean States (OECS). The Officer will ensure effective project coordination and support staff based in the Eastern Caribbean.

ENGAGEMENT

The Officer will be engaged internally and externally to support the Caribbean Representative by:

  • Work closely with the Caribbean Representative to coordinate and support existing Eastern Caribbean projects as well as develop and deliver new, multi-country and regional projects and programs while supporting the overall management of the Eastern Caribbean portfolio
  • Working closely with Project teams and managers and other relevant units at GGGI to ensure effective program development and portfolio coordination
  • Building rapport with working-level staff in the OECS Commission and Eastern Caribbean country governments and development partner organizations to gather information, carry-out consultations and conduction stakeholder mapping
  • Under the guidance of the Caribbean Representative, maintaining active communication and coordination with OECS Commission partners, government stakeholders, development partners and donor agencies to identify resource mobilization opportunities.
  • Coordinating with GGGI colleagues in the Caribbean, Latin America and globally on project development and implementation.
DELIVERY
  • Maintaining good knowledge of Eastern Caribbean programs and GGGI’s enterprise software for results reporting and other operations to facilitate a regular and concise reporting of progress / issues in projects to the Caribbean Representative.
  • Ensure the timely delivery and safeguarding of the consistent quality of outputs and activities of the projects in the Eastern Caribbean.
  • Support the project teams by providing technical inputs to outputs and ensuring process integrity in program operation and specific project/output delivery.
  • Ensure project delivery is aligned with established institutional policies, standards, and donor requirements across budget execution, procurement & HR processes implementation, and other operational functions.
  • Support the identification, design, formulation and negotiation of new projects and programs and draft concept, notes, project proposals, budgets, and legal agreements.
  • Coordinate, organize and participate in meetings with existing and potential partners and ensure their systematic and timely follow-up.
  • Support in the identification of potential traditional and innovative funding sources and potential partners, including the private sector, broadening the donor base over time.
  • Support the preparation and submission of donor reports in a timely manner in coordination with Project Managers and teams, M&E Officers and other relevant staff.
  • Maintaining an overview of the project pipeline, funding opportunities and partnership options in the Caribbean and facilitating discussions between donors, investors, government, and various stakeholders.
  • Implementing suitable communication mechanisms and tools to update relevant stakeholders on the progress of all activities.
  • Monitor overall progress and implementation of Eastern Caribbean Portfolio to build common understanding and coordination on projects, program activities.
  • Identify issues related to program delivery and contribute to resolving them by finding right solutions in consultation with the Caribbean Representative.
  • Produce regular necessary internal & external reports with high level of quality in a timely manner.
  • Communicate, knowledge sharing and coordinating with country teams, GGGI HQ, and donors.
  • Coordinate the development of correspondence, papers and presentations delivered to partners and stakeholders in the Eastern Caribbean.
  • Guide the collection and organization of Eastern Caribbean inputs to GGGI’s strategic planning documents, workplans and budgets.
  • Support in the development of Eastern Caribbean project proposals including single and multi-country Eastern Caribbean proposals, country planning frameworks, strategic partnerships and host country agreements.
  • Support proposal development by compiling information on project specifics, including objectives, outcomes, deliverables, implementation strategies, evaluation approaches, methods, schedules, staffing, budgets, performance benchmarks, and organizational credentials.
  • Contribute to other strategic issues concerning the operations of the Eastern Caribbean portfolio.
REQUIREMENTS
QUALIFICATIONS
  • Advanced academic degree in the fields of international sustainable development, green businesses, green policies, business administration, and international relations and governance.
  • Preferred 5 years of relevant experience in policy, planning and proposal development preferred.
  • Experience in design and preparation of green growth projects.
  • Fluency in English, especially excellent writing and presentation preparation skills are essential.
  • Working fluency in other languages, particularly French and/ or Spanish would be an asset.
  • Overall understanding of the concept of green growth and climate change in the context of developing countries.
  • Experience in project cycle management, including using online systems and software for project management and reporting desirable.
  • Experience in day-to-day engagement with Government ministries / agencies and other stakeholders (private sector, NGOs, communities).
  • Experience in working in development settings.
  • Experience working in Small Island Developing States would be an asset.
  • Experience working for International Organizations would be an asset.
