The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.
This position is in Cluster 3: ‘Shared Economic Prosperity’. Cluster 3 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning, and policy solutions on regional connectivity to achieve a basic standard of living for all people in the Arab region through sustained and integrated economic development. Cluster 3 also supports member States in complying with the commitments made in the Addis Ababa Action Agenda.
Under the overall guidance of the Executive Secretary, the incumbent reports directly to the Cluster Leader.
Responsibilities
Within limits of delegated authority, the incumbent will be responsible for the following duties:
Economic or sector analysis:
– Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations;
– Designs and conducts studies of selected issues in economic development and draft resulting reports;
– Interprets and analyses prospects and policies and develops draft policy recommendations pertaining to the area of work.
– Coordinates the implementation of regional forums and seminars and liaises with relative partners.
– Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others;
– Attends international, regional, and national meetings to hold discussions with representatives of other institutions;
– Organizes expert group meetings, seminars, etc. on development issues’
– Prepares speeches and other inputs for presentations by senior staff;
Intergovernmental support:
– Provides substantive support on economic issues to intergovernmental bodies (such as the General Assembly, the United Nations Conference on Trade and Development (UNCTAD), the Economic and Social Council, the Trade and Development Board, the regional commissions and the subsidiary bodies of each).
– Represents the organizational unit at international, regional and national meetings;
Technical cooperation:
– Designs, coordinates, and monitors technical cooperation projects;
– Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities;
– Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues;
– Conducts training seminars and workshops for government officials and others;
– Formulates technical modalities for the evaluation of individual technical cooperation projects;
General
– Supports junior staff, reviewing their work and providing feedback;
– Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit;
Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
– Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master’s degree or equivalent) in economics, development economics, business or public administration, or related area is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in economic research and analysis including on economic governance, policy formulation, application of economic principles in development programmes or related area is required.
A minimum of two years experience in developing countries, preferably in the Arab Region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required and fluency in Arabic is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand).

• This position is temporarily available until 31 August 2023, and may be extended subject to continued need for services, and satisfactory performance. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
