Org. Setting and Reporting

This position is located in the Macroeconomic and Development Policies Branch (Division of Globalization and Development Strategies), the United Nations Conference on Trade and Development (UNCTAD). The Economics Affairs Officer reports to the Head of Macroeconomic and Development Policies Branch.

Responsibilities

Under the supervision of the Head, MDPB, the duties of an Economic Affairs Officer are:

ECONOMIC ANALYSIS:
• Analyses structural, macro-economic and macro-financial issues of the global economy.
• Interprets and applies economic data for the formulation and analysis of possible national economic strategies and multilateral policies and decisions for strengthening inclusive development and a better integration into the global economy. Drafts specified inputs for technical papers and analytical studies on trade and macro financial aspects of global, regional, national and sector aspects of economic development.
• Identifies and analyses policy proposals made elsewhere relating to assigned topics.
• Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
• Assists in the organization and servicing of expert group meetings, seminars, etc. on macro-financial and development issues.
• Prepares speeches and other inputs for presentations by senior staff.

INTERGOVERNMENTAL SUPPORT:
• Prepares inputs for reports to intergovernmental bodies (such as the Trade and Development Board, the General Assembly, and the Economic and Social Council, the regional commissions and the subsidiary bodies of each) by offering strategic advice; technical guidance and assisting in developing a consensus.
• Follows intergovernmental meetings and prepares summary reports.
• Prepares inputs to statements by members of the Secretariat staff to such meetings.
• Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes.

GENERAL:
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
• Participates in intra- and inter-divisional undertakings of broader concern to represent the views or interests of the organizational unit.
• Undertakes on-the-job and other training activities, both internally and externally.

Education

Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is desirable.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Experience researching on the macro-economic and macro-financial issues of the global economy is desirable.

Languages

Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

• This position is available immediately for an initial period of three months. Extensions may be possible provided availability of the post, continuing need of the service and satisfactory performance. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
