About the Job
The Economic Recovery (EcRec) program of the DRC in Türkiye recognizes the importance of helping refugees and host communities become more self-reliant. Through both direct implementation and local partners, DRC has been implementing livelihoods programs that offer vocational training, skills development, short and long term employment support, and support for small businesses to enable individuals to generate income. Furthermore, the program endeavors to fortify PoCs’ capabilities, ensuring they can effectively mitigate, adapt to, and rebound from prospective shocks, thereby diminishing persistent vulnerabilities.
To strengthen the existing services, DRC seeks to use data-driven, market-based, and sectoral interventions that create a more sustainable positive impact for displacement-affected populations through dignified and safe income generation activities. Current program activities include:
1- Support the wage employment job seekers with required capacity-building activities and facilitate access to the labor market.
2- Support the self-employment job seekers by fortifying their acumen in business management. This approach offers financial empowerment and ensures they secure a competitive stance in the local market, accommodating both home-based enterprises and formal business establishments.
3- As a responsive measure to emergencies and in the early recovery phase, DRC is committed to assisting disaster-affected communities with cash-based interventions. This aids in addressing their immediate necessities and concurrently stimulates the local market economies.
To accomplish the mentioned outcomes, DRC is seeking to hire an experienced, qualified and energetic Economic Recovery Manager to execute its existing and potential economic recovery interventions in southeast Turkey. The position will be based in Hatay and will cover both Hatay and Kahramanmaraş activities. The successful candidate will:
1 Have the overall responsibility for the day-to-day management of DRC’s Economic Recovery sector projects within the aforementioned geographical area of responsibility (AoR), including support for relevant implementing partner(s) operating in the same AoR.
2 S/he will contribute to program design, monitoring, and evaluation as well as country and program strategy development process,
3 S/he will be responsible for evaluating the capacity, coaching, and managing field staff within the geographical area of responsibility.
4 S/he will lead active private-sector engagement.
5 S/he will work under the line management of the Area Manager and the technical supervision of the Economic Recovery Coordinator.
Geographic scope: Hatay-Kahramanmaraş:
This role has an area focus and ensures compliance with DRC procedures and guidelines within the geographic area of operations. The role contributes to developing sector-country strategies translated into action plans and day-to-day tasks.
Duties and Responsibilities:
People management :
- Under the overall management of the Area Manager and the technical supervision of the Economic Recovery Coordinator;
- Line management of field Economic Recovery team: staff coaching and professional development- people planning, performance management, and well-being
- Identify capacity-building needs among supervised staff, and leading on coaching and providing day-to-day technical guidance, with support from the Economic Recovery Coordinator.
- Ensure project staff are performing and delivering activities to the expected standard set by the Program technical leadership.
- Conducting regular performance appraisals for the field staff
Management of economic recovery sector projects:
- In consultation with the Economic Recovery Coordinator, identify key technical priorities to address and/or improve project-related activities.
- Ensure timely implementation of all Economic Recovery projects under geographical responsibility.
- Ensure close engagement with stakeholders and implementing partners on a regular basis.
Monitoring, reporting and project development :
- Develop program monitoring tools with the support and collaboration of the Economic Recovery Coordinator and MEAL department.
- Periodically report progress on achievements and implementation challenges to the Area Manager and to the Economic Recovery Coordinator.
- Lead on presenting project achievements, spending to date, and forecast at internal sector review meetings.
Program Development :
- Support and coordinate required assessments in collaboration with other stakeholders to inform program design and strategic direction
- Through pre-discussions with the Economic Recovery program coordinator and Grants Coordinator, contribute to the development of quality proposal developments, concept notes, and budgets.
- Provide input to region-specific analyses (e.g., stakeholder mapping, partner mapping, country program strategies)
External coordination and representation :
- Share relevant project information with stakeholders, including the Chamber of Commerce & Industry,
- Close engagement with İŞKUR, Development Agencies and Business Associations.
- Participate in relevant coordination meetings at the area level
- Explore new business opportunities and partnerships.
- Participate in field-level livelihood cluster working group meetings.
As Manager, the post-holder is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions requiring significant unit resources.
- Accountable for people management of direct reports, generally at least 4 employees. This includes initiating/recommending hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Accountable for making sound decisions based on DRC policies and standards, consultation with the Area Manager, and country Economic Recovery Coordinator advice.
About you
To be successful in this role, you must have a Graduate/postgraduate degree in social sciences, international development, business administration, economics, political science or another related field.
Moreover, we also expect the following:
Required qualifications:
- At least 5 years of experience in Economic Recovery or economic development-related projects, including 2 years of experience in project design and management or capacity building for economic strengthening project(s).
- At least 3 years experience with people management.
- Experience and demonstrated interest in sustainable livelihoods, economic strengthening, and economic development for vulnerable populations.
- Strong, developed leadership ability.
- Effective as a team player.
- Full professional proficiency in written and spoken English and Turkish, Arabic is an asset
- Exceptional ability in written and oral communication and presentation skills.
- Excellent training skills.
- Highly organized and analytical thinker.
- Self-starter with strong initiative.
- Proactive, creative problem-solver.
- Flexible and productive under pressure.
- Experience working with national partners, local/government authorities, and UN organizations
