ABOUT THE JOB

He/she works in close cooperation with other field staff for the planning of infrastructure activities. The EcRec. The officer (engineer) is expected to maintain close cooperation with the targeted line departments, local communities & project counterparts for site selection, proper designing, and developing BoQs of sub-projects at the community level. Under the direct supervision of the EecRec. TL, with technical support of Shelter & Infrastructure Specialist the EcRec. The officer (Engineer) is overall responsible to ensure that the implementation of DRC Afghanistan’s Cash for works/infrastructure projects is in line with emergency shelter, infrastructure & cash for work projects standards and community needs in the assigned area of responsibility is guided in accordance with approved methodologies and tools and are in line with DRC and donor policies and guidelines. He/She will be working in cooperation with DRC’s economic recovery by following sectoral integration among the protection, HDP & emergency teams, in collaboration with local authorities and communities. In addition, he/she will be tasked of reporting and when requested engaged in monitoring, evaluation, and learning activities.

Responsibilities:

  • Under the supervision of the EcRec. TL and based on technical instruction of Shelter/Infrastructure Specialist and Area Program Manager the EcRec. Officer/engineer is responsible for:
  • Overall responsible for technical survey, estimation, drafting, implementation, monitoring, and supervision of Cash for work projects.
  • Ensure overall procedures during the project implementation are applied as per community driven, sector SOPs and donor requirements.
  • Read, understand, and apply technical SOPs and will be able to prepare design packages & implement them according to the project requirements.
  • To establish good communication between different committees, representatives line departments, other governmental agencies, NGOs, and contractors working involved in the project’s relevant activities.
  • Maintain quantitative infrastructure data for the M&E source of verification.
  • Determines feasibility of designs considering costs, time limitations, planning, and other technical and economic factors for the cash for work Structural & non-structural projects.
  • Review and check project payment documents and make sure they are in line with financial regulations and project financing requirements.
  • Assist shelter/infrastructure specialist to prepare project technical assessments, quotations, contracts, and evaluations of materials.
  • Finding solutions to engineering and infrastructure problems and getting consultation of shelter/infrastructure specialists on regular bases.
  • Replace the shelter infrastructure specialist and represent DRC in external meetings (line sectoral department) when it comes to technical and engineering issues at the provincial level.
  • Take an active part in planning, budgeting, and reporting of DRC activities related to cash-for-work activities.
  • Travel frequently to the project sites to monitor the implementation of projects, as well as if there is a need for engineering assistance in the absence of Shelter infrastructure specialist.
  • Recording all relevant engineering data and activities and ensuring all cash for work infrastructure project documents have been recorded and available in all project sites.
  • Follow up procurement orders with the procurement committee for supplying all engineering required materials to ensure it has been delivered to the site on time with specified quality and quantity.
  • Collecting all field reports and submitting them to EcRec TL & shelter infrastructure specialist on due time.
  • Follow up of the budget and prepare balance sheets and report to shelter infrastructure specialist & Areas Program Manager for actions.
  • Regular reporting of projects progresses technically to shelter infrastructure specialists & areas senior management.
  • Any other relevant task required.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • A bachelor’s degree in civil engineering or equivalent.
  • A minimum of five years of experience with INGOs, NGOs, construction companies, and government projects.
  • Proven experience in cash for work, irrigation & mitigation structure design, and estimations.
  • Computer skills including MS Office package, Auto cad, civil three-D, MS project, GIS, Google Earth, and other required software.
  • Will be familiar with using survey equipments such as GPS, level machine & total station.
  • A good understanding of construction context, partner monitoring & engineering field activities.
  • Previous experience in designing technical guidelines and facilitating workshop/capacity-building training in engineering.
  • Good communication skills in English and fluency in Dari and Pashto

Education/qualifications:

  • University degree in a related field in social sciences from a recognized university.
