Economic Recovery Officer

[Anbar/Fallujah]

In 2003, , DRC became one of the first organisations to provide humanitarian assistance in the country. Today, DRC continues to provide humanitarian assistance to the most vulnerable displacement-affected families, including IDPs, returnees, and host communities in Basra, Baqubah, Jalawla, Gatoon, Baghdad, Muqdadiya, Balad, Aziz Balad, Samarra, Mosul, Duhok, Tel Afar, Baa’j, Sinjar, and Erbil.

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified [Economic Recovery Officer ]

Overall purpose of the role:

The economic recovery officer is responsible for supporting the DRC Anbar Economic Recovery, waste collection sites, organic waste, awareness on solid waste management, and other activities, including, day to day monitoring and supervise of the delivery of interventions in Anbar. The position will support in facilitating relations between DRC and local communities in the realization of project activities.

Unit/department: Economic Recovery

Location: Anbar, Faluja with frequent travels to Bzibiz and other areas of intervention.

Main Responsibilities:

  • Actively participate in communicating DRC economic recovery activities to the stakeholders and the community.
  • Identification, registration of the economic recovery activities targets groups.
  • Conducting profiling and counseling sessions for identified candidates according to the project selection process.
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age and people with disabilities.
  • Lead in and conduct various field assessments and surveys including needs assessment, market, and labor

market assessments and baseline surveys.

  • Collaborate closely with stakeholders including directorate of agriculture, environment, municipality and other relevant stakeholders.
  • Maintain a clear database of all possible participants in the program (selected and not selected)

and provide regular updates (at least monthly) to the DRC economic recovery database officer in the trackers through economic recovery team leader.

  • Monitoring and supporting project implementation at field level.
  • Facilitate community dialogues and social cohesion events among community members.
  • Provide regular advice and technical support to program participants.
  • Organize and deliver relevant program training to program participants.
  • Responsible for implementing cash for work activities in coordination with stakeholders.
  • Regularly supervise and monitor project activities (cash for work, Perma Garden, waste and water management and other activities) and provide timely inputs, feedback, updates and weekly reports to the team leader and project manager.
  • Actively contribute to the teamwork of the Economic recovery’s activities.
  • Any other duties as may be assigned by the line manager.

Experience and technical competencies:

Essential qualifications:

  • Relevant experience in similar contexts – at least 2 years
  • Experience with DRC people of concern (Returnees, IDPs and Host Community).
  • Experience in similar economic recovery assignments.
  • Strong communication and team work skills.
  • Knowledge of local laws and regulations.
  • Able to work energetically.
  • Excellent computer skills (Web, Microsoft office –excel, word and ppt overall).
  • Knowledge of the current context of displacement and ongoing economic crisis.

Preferred qualifications:

  • Advanced university degree would be an advantage.
  • Proven experience in development of accountability systems and tools for INGOs.
  • Experience of working with UN or Non-Governmental Organizations.
  • Experience in training and capacity-building of staff.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection and human rights.

Education:

  • Relevant university degree or similar education (agricultural, civil engineering, environmental or Economics).

Languages:

  • Arabic (Fluent)
  • English: (Very good)
