Economic Resilience Assessment for Conflict Prevention and Stability Promotion in Guinea

USAID/Guinea, as part of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Coastal Africa, is seeking proposals for a comprehensive Economic Resilience Assessment in Guinea. This assessment will focus on the Kankan and N’Zerekore regions to identify economic risk factors that may drive radicalization and violent extremism, and to propose interventions that promote stability through economic empowerment.

Assessment Key Objectives:

● Identify main economic risk factors for social unrest, ethnic tensions, radicalization, and potential violent extremism.

● Gain comprehensive understanding of the local economy.

● Identify specific high-risk groups due to economic instability.

● Assess wealth distribution disparities and access to resources.

● Identify education and vocational training gaps.

● Investigate impact on youth, women, and vulnerable populations.

● Engage local stakeholders to explore economic opportunities.

● Research applicable approaches from other regions/countries.

● Propose actionable market-driven solutions.

Assessment Scope of Work:

● Conduct extensive field research and stakeholder consultations.

● Analyze the role of the mining sector and benefit distribution.

● Perform value chain analysis of key economic sectors.

● Assess workforce skills and job creation initiatives.

● Analyze challenges faced by marginalized communities.

● Identify geographic areas or populations facing heightened economic hardship.

● Evaluate existing economic initiatives and their impact.

● Recommend 3-5 region-specific interventions to reduce social unrest and promote stability. Timeline: 3 months (October 2024 – December 2024)

Deliverables:

● Work plan and budget

● Data collection tools, surveys, questionnaires

● Draft assessment report

● Final assessment report with actionable recommendations

● Experience conducting assessments and field research in fragile/conflict environments

● Multi-disciplinary team with relevant technical expertise

● Understanding of Guinea’s context

Management and Coordination:

The successful applicant will work under the guidance of the USAID/Guinea Economic Growth Office Private Sector Engagement Lead, coordinating closely with relevant Guinean government ministries, agencies, and other stakeholders.
