The Consultant will mainly deliver the following areas:
1- A data audit report of Bahrain’s existing data infrastructure on Labor markets, education, skills, sectors, Firms among others.
2- A comprehensive Study of Bahrain’s labor market.
3- A roadmap for reducing unemployment for females and boosting labor force participation rates.
4- An in-depth study on skills mismatch issues in Bahrain using ESCWA skills Monitor Data and National Data.

Duties and Responsibilities
Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the consultant will assist in assessing labor market issues in Bahrain. The consultant will particularly help in analysis of data collected by the Skills Monitor, assess the job mismatch in Bahrain and inclusive employment with the focus on the gender gap using household and enterprise surveys.
The objective of this position is to work on research areas related to the SME’s, sectors, labor force survey, and Labor markets issues in general for Bahrain.
The National consultant will work on the following activities:
1- Analyze Economic Sectors and Required Skills in the Kingdom of Bahrain, with a Comparison to the Arab Region by identifying the experiences of member countries in employing individuals with high academic qualifications, taking into consideration the labor market saturation for those specialties, determining the key incentives provided in this regard, and proposing rehabilitation programs for some unemployed researchers, especially in specialties where it is difficult to find employment opportunities, by identifying the most important mechanisms for refining and acquiring skills.
2- Assist the ministry in identifying labor market issues that considers women’s participation.
3- Identify the indicators present in the ESCWA Skills Monitor that can assist in developing an upskilling and reskilling plan for Bahrain.
4- Identify sectors with the highest potential to nationalize employment using microlevel data.
Qualifications/special skills
A master’s degree in economics, statistics, econometrics, statistics, data science or any other related area is required.

A minimum of three (3) years of professional work experience in economics, development, statistics is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in English and Arabic is required.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
Additional Information
Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the Kingdom of Bahrain.
