The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) provides comparative statistics, analysis and capacity building. It helps local and national actors work together to unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariats serving the Regional Development Policy Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators, the Expert Group on Multi-level Governance and Public Investment, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Employment and Economic Development (LEED) Directing Committee.

In CFE, the Division for Regional Development and Multilevel Governance (RDG) advises governments on policies to enhance regional and competitiveness, improve well-being of residents, address regional and rural inequality, and tackle environmental challenges. It produces evidence, analysis and standards on a range of regional and rural policies and carries out reviews and thematic policy dialogues at as subnational level across regions and countries. RDG focuses extensively on multi-level governance arrangements for effective regional development policy, regional and local governance, subnational capacity building and local finance. RDG serves the Regional Development Policy Committee (RDPC), its Working Party on Rural Policy (WPURB) and its expert group on Multi-level Governance and Multi-level Governance and Public Investment for Regional Development. RDG also coordinates the World Observatory on Subnational Finance and Investment, covering 135+ countries.

Job Description

CFE/RDG seeks a motivated and experienced, Economist/Policy Analyst to contribute to the RDPC’s Programme of work and budget. This role will focus on areas related to multi-level governance and subnational finance. The successful candidate will work in particular on subnational finance and fiscal decentralisation, including infrastructure finance. The role involves producing country and regional analyses, supporting horizontal thematic projects, facilitating capacity-building activities and conducting qualitative and quantitative data collection and empirical analysis. The selected candidate will work under the supervision of the Head of the Decentralisation, Subnational Finance and Infrastructure Unit.

Main Responsibilities

Policy research, Analysis and Drafting

  • Conduct qualitative and quantitative research and analysis on multi-level governance and finance.
  • Develop and apply methodological frameworks for subnational finance and fiscal decentralisation data collection and analysis.
  • Draft clear evidence based analytical reports, policy papers, toolkits, presentations, and briefings that effectively communicate present evidence, analysis and policy advice for policy makers.
  • Develop practical policy recommendations and roadmaps for action, drawing on available evidence and taking account of national and subnational contexts and capacities for implementation.

Project planning, Management and Representation

  • Lead the planning, organisation and delivery of projects aligned with the core outputs of the Unit including managing internal teams, external experts and consultants.,.
  • Ensure high-quality and timely project outputs, focusing on maximizing their visibility and impact through presentations, speaking points, social media posts, and other materials.
  • Design and deliver workshops, roundtables, seminars, fora to support policy dialogue, knowledge exchange and peer learning.
  • Develop practical tools to assist countries, regions and municipalities in designing and implementing their policies, projects and public service initiatives.
  • Manage financial resources and fund raising applying high standards of budget management and reporting in accordance with the OECD’s financial rules and practices.

Other duties

  • Support the activities of the “Expert Group on multi-level governance and public investment for regional development” and the RDPC.
  • Collaborate effectively with colleagues and contribute to horizontal and multidisciplinary projects within the OECD.
  • Stay informed of relevant policy developments, good practices, and new research in subnational finance and fiscal decentralisation and ensure these developments enhance RDG’s work.
  • Establish and maintain a network of excellent working contacts at operational level with national and subnational authorities and associations, academics and other experts, practitioners, other CFE Divisions, and other OECD Directorates.
  • Carry out other related duties as assigned.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in public policy, regional/territorial development, economics, public finance management, public administration, or a related field.

Professional Background

  • A minimum of six years of relevant experience in multi-level governance, regional development, or subnational finance.
  • Strong qualitative and quantitative research skills, including a demonstrated ability to translate findings into public policy analysis and recommendations.
  • Proven ability to draft high quality analysis for different audiences including senior policy makers.
  • Proven project management experience, capacity to deliver under tight deadlines, and engage multiple stakeholders in projects.
  • Proven experience in strategically planning and executing fund raising activities, identifying potential donors, drafting proposals and managing donor relationships to support the programme of work.
  • Demonstrated experience designing, delivering and facilitating knowledge-exchange and capacity-building events
  • Proficient in designing and developing insightful data visualisations using advanced visualisation tools and techniques, skilled in choosing appropriate visualisation methods to effectively communicate complex data insights.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration
