PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. Together with global products and services, these in-country programs focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers and building the conditions for public and private green infrastructure investments.

Gender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGI’s Project Cycle Management. All staff have signed GGGI’s Code of Conduct and have been trained on GGGI’s GESI policies. GGGI has recently increased its GESI ambition in alignment with GGGI´s GESI Strategy for 2021 – 2025, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams. GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.

Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment, Water and Ecological Transition (MAATE acronym in Spanish) and the Ministry of Economy and Finance (MEF) on climate and sustainable finance for the country to achieve their adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAATE in implementing its First National Adaptation Plan (NAP), develops a pipeline of adaptation projects and technical assistance, and designs a large-scale adaptation project to be submitted to the Green Climate Fund (GCF).

As part of the portfolio of the GGGI Ecuador projects, the GCF-funded project Accelerating Ecuador’s Climate Change Mitigation Initiatives with Strategic Action Plans and Investment Frameworks is under implementation. The project aims to contribute to cohesive climate change mitigation measures taken by the country’s climate stakeholders through enhancing coordination mechanisms and climate change thematic-related knowledge, better-harmonized policy frameworks from an inclusive and gender lens, and better access to climate finance. The above goal will be undertaken through three interrelated targets:

  1. Development of an Action Plan and Investment Plan operationalizing and implementing the National Mitigation Plan;
  2. Enhanced coordination among stakeholders involved in the implementation of climate change mitigation measures;
  3. Priority stakeholders enhanced institutional and technical capacity to contribute to the country’s climate change mitigation agenda.

To support the integration of GESI throughout the project, GGGI Ecuador is seeking a consultant to lead the identification and engagement of key stakeholders and integrate GESI disaggregated data, standards, concepts, and considerations in stakeholders’ capacity building and the Action and Investment Plan of the National Climate Change Mitigation Plan (PLANMICC).

OBJECTIVES OF THE ASSIGNMENT
  • Identify GESI stakeholders to facilitate their involvement in designing and validating the PLANMICC Action and Investment Plan.
  • Lead the stakeholder engagement strategy and the inclusion of GESI considerations, ensuring vulnerable groups’ involvement in developing and validating the PLANMICC Action and Investment Plan.
  • Integrate GESI standards, concepts, and considerations into the PLANMICC Action and Investment Plan.
  • Integrate GESI standards, concepts, and considerations into training and capacity-building material.
  • Lead the integration of GESI standards into investment projects’ concept notes.
  • Support preparation, delivery, and communication of project workshops.
DELIVERABLES AND PAYMENT SCHEDULE

[Scope of Work]

The consultant will work in close collaboration with the GGGI Team in Ecuador on a daily rate basis, will support the achievement of the project’s outcomes and outputs, and will lead the following activities:

– Develop GESI content to be integrated into a Training Program.

2.2. GCF recipient countries have developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF Programming in low-emission investment. 2.2.6. Sectorial strategic frameworks or associated plans developed. – Prioritization of PLANMICC GESI targets, initiatives, stakeholders, and implementation arrangements.

– Lead the inclusion of GESI standards, concepts and criteria into PLANMICC Action and Investment Plan to be developed with 5 prioritized sectors.

– Lead the Stakeholders Engagement Strategy and the inclusion of GESI considerations.

– Lead the inclusion of GESI disaggregated data in a monitoring framework and mechanism.

4.1. Increase the number of quality project concept notes developed and submitted 4.1.2. Pipeline identified and prioritization assessments. – Develop GESI criteria for the identification of investment projects for each of the 5 sectors included in the PLANMICC Action Plan.
Crosscutting -Support the design, implementation, delivery and communication of workshops and working sessions for the project’s three components.

-Attend meetings with GGGI team members to coordinate activities and products.

-Attend meetings with stakeholders, as requested by the Project Manager.

-Write and submit monthly progress reports.

The payment will be made monthly, based on the number of days worked reported in monthly progress reports and after approval of the direct supervisor.

[Reporting Arrangements]

  • The consultant’s work progress will be monitored primarily through periodic review meetings for planning and biweekly short virtual meetings for prioritizing activities. Meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements against the timeline initially set, and any other relevant progress details.
  • Deliverables will be produced in Spanish, following GGGI’s formatting requirements, and submitted with proof of editable file backup (e.g., .docx, .pptx) on an external hard disk and GGGI SharePoint system. Additionally, the consultant will deliver one monthly brief in English explaining the activities developed the month before and for any other deliverable if requested by the Project Manager. Where relevant, the consultant shall also provide raw data sets, research materials, and meeting notes related to the contractual objective.
  • The consultant will report to and be supervised by the Senior Associate, GCF Project Coordinator based in Quito-Ecuador.
  • The Director of Climate Change Mitigation of MAATE will approve the consultant reports after the technical validation of the sectoral specialist of the Directorate.
  • The consultant selected must dedicate 100% of his/her time to this process. Therefore, it is not expected to consider other consultancies during the contract period.

[Suggested methodology and competence requirements]

  • The consultant should follow the specific methods provided by the Contract Supervisor.
  • The consultant will best use both primary and secondary sources of information to develop activities defined under the contract objective.
EXPERTISE REQUIRED

The consultant should demonstrate the credentials described below.

1) Academic qualifications

  • Bachelor’s degree in Gender Studies, Anthropology, Sociology, Law, Environment, Earth Sciences or Political Sciences.
  • Master’s degree in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Climate Change, Sustainable Development or related field.

2) Professional qualifications

  • At least five years of relevant experience designing and implementing GESI strategies and activities for sustainable development, climate change and/or climate finance projects and programs.
  • Proved experience working in participatory policy development, identifying and engaging a diverse range of stakeholders, especially civil society organizations.
  • Knowledge of Environmental and Social Safeguards standards, methodologies and systems applied to climate change and climate finance projects.
  • Proved experience working with development cooperation.
  • Advanced knowledge of spoken and written English.
