PROJECT BACKGROUND

GGGI in collaboration with the Ministry of Environment of the Government of Ecuador is rolling out an 18-month technical assistance project to the Government of Ecuador titled “Greening Ecuador Central Bank”. The project, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Program, aims to enhance the institutional capacity, strategic frameworks, and partnerships of the Central Bank of Ecuador to enhanced management and disclosure of climate-related financial risks and promoting greater financial sector’s contribution to Ecuador’s climate agenda.

POSITION SUMMARY

GGGI is seeking a Senior Macroeconomic Consultant. Based in Quito, the Consultant will lead and conduct macroeconomic studies and modeling to extract data on Ecuador’s progress towards its climate change adaptation and mitigation targets. The Consultant will strength Central Bank of Ecuador (BCE) capacity on green statistics and macroeconomic modelling through an action plan to promote BCE’s continuous progress in preparation and disclosure of green and climate-related statistics.

The Consultant will be responsible for providing recommendations and action plan to generate green and climate statistics linked to Ecuador’s low carbon transition targets.

The Consultant will coordinate the engagement with stakeholders and the implementation of the products, under the technical leadership of GGGI staff members.

OBJECTIVES OF THE ASSIGNMENT

The Consultant will be required to provide technical assistance on data management, studies, and modelling of green and climate financial data/information, increasing the BCE’s capacity in this thematic.

[A] Specific Objectives

  • Identify and prioritize sectors, industries, and economic activities included in the BCE’s statistics that contribute with information related to Ecuador’s green and climate goals, prioritizing GHG emission targets.
  • Prepare the BCE’s Annual Report incorporating green and climate finance statistics.
  • Strengthening BCE’s capacity and main stakeholders on green and climate statistics, modelling and assess.
  • Develop green national accounts synthesis statistics using chained volume series.

[B] Scope of Work

  • Prepare a Work Plan of the activities to undertake under the assignment.
  • The Work Plan should include timeline of main activities, methodology, milestones, validation meetings, final deliverables description and the scheduling of capacity building workshops.
  • Review of policy and regulatory provisions for green, sustainable, and climate finance flows.
  • Organize, participate in, and facilitate meetings with relevant stakeholders. The consultant is responsible for writing meeting reports for all meetings in which the consultant participates.
  • Organize meetings as required to obtain relevant information.
  • Conduct a thorough review of existing methodologies to generate green and climate statistics.
  • Systematize methodologies to incorporate environmental and climate considerations into BCE’s statistics.
  • Conduct macroeconomic studies and modeling to extract data on Ecuador’s progress towards its climate change adaptation and mitigation targets.
  • Identify and prioritize sectors, industries, products, and economic activities included in the BCE’s statistics that contribute with information related to Ecuador’s green and climate goals.
  • Develop and deliver BCE’s capacity building plan on green and climate statistics and modelling.
  • Develop green national accounts synthesis statistics using chained volume series (Matrices, flows, vectors of national accounts, etc)
  • Develop BCE’s reports incorporating green and climate statistics.
  • Develop BCE’s Annual Report incorporating green and climate finance statistics.
  • Develop recommendations for the BCE to comply with international best practices on green and climate data management and statistics.
  • Develop an action plan to promote the BCE’s continuous progress in preparation and disclosure of green and climate-related statistics.
  • Support the development of BCE’s ESG Roadmap and Action Plan.
  • Generate information and support the development of a Partnership Strategy.
  • The consultant will be asked to produce executive summary reports and PowerPoint presentations based on their activities.
  • Conduct training workshops and provide technical assistance as required.
  • Systematize all collected information, annexes, meeting minutes, etc.
  • Develop a final report with all relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached.
COORDINATION AND COMPLIANCE
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be included in a digital repository for GGGI and BCE.
  • The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.
  • The consultant selected must dedicate 100% of his/her time to this process. Therefore, it is forbidden to consider other consultancies during the contract period.
  • The consultant will work closely with GGGI staff and BCE focal point to ensure the goals of this consultancy, and he/she will also be responsible for reporting their progress to the GGGI supervisor.
  • The Consultant will be responsible for covering her/his own travel expenses.
  • The consultancy budget covers the costs of transportation and accommodation, and necessary resources for field studies. The selection of these places must be coordinated with GGGI.
  • Total fee amount for this service is a lump sum.
EXPERTISE REQUIRED
  • Bachelor’s degree or equivalent in economics, finance, development, environmental finance, or related areas.
  • At least 10 years of relevant work experience in macroeconomic analysis.
  • At least 10 years of experience in national accounts, including knowledge in chained volume series methodology.
  • At least 5 years of experience in green and climate data management
  • Knowledge of climate change/environmental criteria and sustainable banking in Latin America context.
  • Verifiable experience in National Accounts, statistics, simulations, and modeling with macroeconomic data.
  • Full English proficiency (C1 or TOEFL) is required.

  • Knowledge of statistical analysis tools.
  • Skills in working with multidisciplinary groups.
  • Ability to interact and form relationships with high-level government officials and partners.
