POSITION SUMMARY

GGGI is seeking an experienced Sustainable Mobility Expert responsible for raising awareness about the impacts of sustainable transportation and identifying gaps and opportunities for plan implementation within municipalities. The consultant will work closely with the Minister of Environment, Water and Ecological Transition (MAATE) and National Climate Change Mitigation Plan (PLANMICC) Team, as well as the GGGI, as appropriate. The consultant will also support within the participatory process of formulating the National Climate Change Mitigation Plan (PLANMICC) including the transportation subsector.

PROJECT BACKGROUND

Ecuador is developing the National Climate Change Mitigation Plan (PLANMICC for its acronym in Spanish), which responds to the international commitments acquired by Ecuador as part of the United Nations Framework Convention on Climate Change and the ratification of the Paris Agreement. At the national level, the country has a regulatory framework that promotes the implementation of climate change mitigation actions and the creation of policy instruments to facilitate their management.

In this context, the Ministry of Environment, Water, and Ecological Transition (MAATE for its acronym in Spanish), with the support of the French Development Agency (AFD for its acronym in Spanish) and the Sustainable Environmental Investment Fund (FIAS for its acronym in Spanish), is developing this Plan. The plan’s objective is to reduce greenhouse gas emissions, and conserve and increase carbon sinks, in line with national capacities and circumstances, without harming the competitiveness and development of the prioritized sectors of climate change mitigation.

Likewise, the Plan constitutes one of the mechanisms for implementing the National Climate Change Strategy (ENCC for its acronym in Spanish). This Plan serves as the national reference framework for implementing measures aimed at reducing GHG emissions and increasing carbon sinks in the five strategic sectors for mitigating GHG emissions established in the country’s ENCC.

In that sense, the transport sector in Ecuador is the largest energy consumer (around 52%) and requires tailored initiatives to impact greenhouse gas reduction significantly. The PLANMICC project will have a long-term vision, enabling the achievement of transformative change towards sustainable development, building upon the commitments made as a signatory country to the Paris Agreement. For this reason, the Global Green Growth Institute (GGGI) is providing technical assistance to identify the enabling conditions to include low-emission transportation initiatives established in the action lines of the PLANMICC.

OBJECTIVES OF THE ASSIGNMENT

The consultant is expected to provide support within the participatory process of formulating the National Climate Change Mitigation Plan (PLANMICC), aimed at identifying the technical, economic, regulatory, and administrative conditions necessary for implementing low-carbon mobility initiatives within municipalities.

Specific Objectives

  • Analyze the goals of the PLANMICC set for decarbonizing the transportation subsector in Ecuador.
  • Develop a participatory methodology for raising awareness about the direct and indirect benefits generated by the implementation of sustainable transportation within the framework of the PLANMICC.
  • Promote understanding of the PLANMICC’s benefits and pinpoint obstacles and opportunities for executing sustainable mobility measures outlined in the Plan. This assessment will be informed by the regional distribution of municipal coordination.
  • Systematize and analyze the outcomes of the awareness-raising processes.
SCOPE OF WORK

The activities that the consultant must carry out are detailed below:

  • Prepare a Work Plan of the activities to undertake under the assignment.

– The Work Plan should include the scheduling of meetings with the counterpart MAATE and PLANMICC.

– Include a timetable for field visits to potential study cities.

  • Analyze the goals of the PLANMICC set for decarbonizing the transportation subsector in Ecuador.
  • Review the documents outlining the country’s greenhouse gas emissions scenarios within the context of PLANMICC.
  • Examine the transportation goals to achieve Ecuador’s Plausible scenario.
  • Analyze the timeframes for implementing the country’s decarbonization objectives.
  • Prepare a report on the Analysis of PLANMICC Goal Implementation in Ecuador’s Transportation Sector

– Summary report of the analysis for implementing PLANMICC goals in low-emission transportation.

– Prioritize at least 7 cities for conducting sensitization processes at the regional coordinator level[1].

  • Develop a participatory methodology for raising awareness about the direct and indirect benefits generated by the implementation of sustainable transportation within the framework of the PLANMICC. This methodology should include private sector and stakeholder participation.
  • Introduce a methodology for socializing the benefits of implementing sustainable mobility.
  • Identify actors for sensitization. The actors should be representatives of the municipalities and the private sector.
  • Provide a methodology for identifying gaps and opportunities for low-carbon mobility within municipalities.
  • Prepare a report on the Methodology for Raising Awareness of the Benefits of Implementing PLANMICC for Sustainable Transportation

– Provide a methodological rationale for the sensitization of the Plan’s benefits.

– Include bibliographic references.

– Present a schedule of meetings/presentations to municipalities and the prioritized cities.

  • Promote understanding of the PLANMICC’s benefits and pinpoint obstacles and opportunities for executing sustainable mobility measures outlined in the Plan. This assessment will be informed by the regional coordinating offices of the municipalities
  • Select a minimum of 7 cities (intermediate to small) for promoting the benefits of low-carbon mobility.
  • Present the advantages of low-carbon mobility to the regional coordinating offices of the municipalities.
  • Identify gaps and opportunities for low-carbon mobility within the context of PLANMICC through on-site meetings.
  • Prepare a report on the Systematization of PLANMICC Sensitization Processes and Identification of Barriers and Opportunities for Implementing Sustainable Mobility Actions

– Develop processes to sensitize about the benefits of low-carbon mobility.

– Collect information on barriers and opportunities for implementing sustainable mobility actions within the PLANMICC framework.

  • Systematize and analyze the outcomes of the awareness-raising processes.
  • Systematize the results obtained from the sensitization process.
  • Analyze barriers and opportunities within the regional coordinating offices of the municipalities
  • Prepare a report on Gaps and Opportunities in Regional Municipal Coordination for Sustainable Mobility

– Analysis of barriers and opportunities for the implementation of sustainable mobility actions within the PLANMICC framework.

– Present a roadmap of actions to support the implementation of sustainable mobility.

  • Systematize all collected information, annexes, meeting minutes, etc.

All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the last Report.

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

EDUCATION

  • Education: Advanced university degree (Master’s degree or equivalent) in Sustainable Development, Climate Change, Sustainable Mobility, Management, Political Science or a related field. A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of advanced university degree.

EXPERIENCES/ SKILL

  • General professional experience of a minimum of 7 years since obtaining a bachelor’s degree.
  • At least 4 years of specific experience in some of the following areas: sustainable mobility, sustainable development, public policy formulation, climate change, environmental project evaluation.
  • Verifiable experience design and Implementation of Methodologies in Participatory Public Policy Processes (municipal institutions).
  • Knowledge of the transportation sector in the Ecuadorian context.
  • Verifiable experience in the management of participatory spaces, multi-actor, multilevel
  • Verifiable experience in generating public policy and economic-environmental evaluation.
  • Experience in managing multidisciplinary groups.
  • Will be highly valued for having one of the following knowledge/experiences:
    • International context and/or negotiations among parties regarding the fight against climate change.
    • Knowledge of decarbonization strategies from other countries.
    • Electric mobility knowledge.
    • Sustainable Development

KNOWLEDGE AND SKILLS

  • Knowledge in strategic planning from an economic perspective.
    • Knowledge of statistical analysis tools.
    • Skills in working with multidisciplinary groups.
    • Negotiation, promotion, and conflict resolution skills.
ADMINISTRATIVE INFORMATION
  • The consultancy budget covers transportation and accommodation expenses, as appropriate. The budget also includes materials and expenses related to workshops for sensitization processes in municipalities (as indicated in the minimum 6 cities in the TOR).
  • The selection of study cities must be coordinated with the Ministry of Environment and the PLANMICC Project team.
