Background
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
Roles and responsibilities
Generic responsibilities
- Line management of CC project field staff
- Adherence to NRC policies, guidance and procedures
- Contribute to CC strategy development, project proposals, and provide input on needs and gaps.
- Manage and implement delegated portfolio of CC (Education) projects (activities, budget, and project documentation) as delegated from PM in line with proposals, strategies, and donor requirements, and ensure high technical quality 5. Provide regular progress reports to AM and CCS. if no PM).
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
- In close collaboration with the Area Manager and with technical support of the Education Specialist, expand, develop, manage and implement the NRC’s Education projects in South and Central Somalia according to sector strategy, proposals and plans.
- Manage the area education staff, providing on the job training as required to increase the capacity of the team.
- Manage and monitor project finance and budgets; maintain strong control on budgets ensuring spending within available resources and in compliance with donor and NRC grant management guidelines.
- In close collaborations with the AM he/she responsible for managing the day to day operations of all education core competence including project design, implementations, monitoring, reporting and expansion of education project across SC area offices scope. This includes taking lead the education need assessments and participates the ABE, TET and YEP programing and implementations.
- Ensure that detailed annual work plans and budget for all ABE and YEP activities are prepared in a coordinated and timely manner
- Directs and coordinates activities of project personnel to ensure project progresses on schedule and within budget.
- In close collaboration with M&E, ensures that lessons learnt and success stories from the programme are effectively documented and shared.
- Ensure a good co-operation and synergy with NRC’s other programmes in the Area.
- Visit/supervise regularly to all the NRC education project sites.
- Liaise with all education authorities (federal and state level) and other stake holders to ensure effective coordination, implementation, and monitoring of education programme.
- Represent NRC education in cluster and other education related meetings in the south central Somalia.
- Ensure the quality, direction and consistency of ABE, TET and YEP programs.
- Actively promote the rights of IDPs/returnees and be protection and advocacy oriented.
- Any other assigned task relevant to the position as requested by the Area Manager.
Our Ideal Candidate:
- University Degree in Education or other relevant humanitarian or social science degree if couple with relevant experience.
- At least three years’ relevant field experience in leadership of education programing in a humanitarian context, in conflict-affected, volatile, or protracted/complex environments.
- Experience in working with different donors(NMFA, SIDA, ECHO, USAID, GPE, EA, FCDO & etc).
- Experience in Education program management.
- Experience from working as education officer/Coordinator in a humanitarian/recovery context
- Good knowledge on education in emergencies, NFE and coordination in the Education sector.
- Knowledge/awareness of own leadership skills/profile, a high degree of self
- awareness and self-mastery; with a high level of emotional intelligence.
- Fluency in English, both written and verbal
- Previous experience from working in complex and volatile contexts.
- Ability to prioritize work and meet deadlines under pressure with minimum supervision
- Documented results related to the position’s responsibilities.
- Knowledge of the context in Somalia specifically to South-West State
- We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
- Solid Knowledge of the South central in general and in the particular context in terms of political, security, economic, and clan dynamics.
