Result of Service

Deliverables:

The Educational Planner Consultant will be expected to deliver the following outputs during the consultancy period:
– Comprehensive analysis report on the CF process by field.
– Simulation models and algorithms for various CF module criteria and scenarios.
– Simulation results and analysis reports for different aspects of the CF process.
– Recommendations and insights based on simulation findings to optimize the CF module’s performance and decision-making processes.
– Presentations and documentation for project team meetings and stakeholder briefings.

The consultancy period will be for 1/1,5 months starting from October 2023. The consultant will report directly to the strategic planning specialist in charge of the automation CF project and work closely with other project team members.

Duties and Responsibilities

-. Background:

UNRWA provides free education to over 540,000 Palestine refugee children in 702 schools across Gaza, West Bank, Lebanon, Syria, and Jordan, i.e. UNRWA’s field of operations. Class Formation (CF) is an annual process conducted by the Department of Education to determine the number of class sections and required teachers and educational staff in schools for the forthcoming academic year. The CF process plays a crucial role in ensuring the quality of education and optimizing resource allocation within the UNRWA Education Program. However, the current manual CF process faces challenges, impacting education quality and costs.
The Class Formation Automation Project aims to streamline the class formation process within the education system, optimizing resource allocation and enhancing the quality of education. Through the automation of the CF, the project seeks to improve the accuracy, efficiency, and transparency of teacher requirements calculation and student population projections.
To achieve this goal, we are seeking a highly skilled Educational Planner to join our project team. The consultant will play a key role in analyzing CF data, as well as conducting simulations to evaluate the impact of various criteria on the CF module’s performance.

-. Responsibilities:

The Educational Planner Consultant will be responsible for the following tasks:
– Analyze previous class formation per field with norms and standards provided by the education department as your lens, to understand the needs at field level and the way to calculate number of class section, teachers and other educational staff, and their financial impact,
– Collaborate with the project team to define and refine simulation parameters and scenarios for different aspects of the CF module, such as student population trends with varying margins, application of teacher calculation formulas, and other relevant criteria.
– Develop simulation models and algorithms to accurately represent the CF module’s calculations and the impact of different scenarios on resource allocation and teacher requirements and other educational staff.
– Run simulations to assess different scenarios and outcomes.
– Analyze simulation results to evaluate the impact of varying criteria on teacher requirements, student projections, and other relevant performance metrics.
– Prepare comprehensive reports and presentations summarizing simulation findings, methodologies, and recommendations for the project team and stakeholders.
– Work closely with the project team to integrate simulation insights into the CF module’s design and optimization processes.
– Collaborate with other consultants, project team members, and stakeholders to ensure alignment and coherence in the CF module’s development and implementation.
– Provide expertise and insights on educational planning, resource allocation, and best practices in the CF process automation,
– And any other duties as assigned.

The consultant will work remotely. No travel to Amman will be required.

-. Remuneration and compensation

The professional level of the consultant will be equivalent to the International Professional standard at Level P3. Payment for the consultancy will be deliverable-based.

Qualifications/special skills

Qualifications and Experience:

The ideal candidate for this position should possess the following qualifications and experience:
– Master’s degree in education, social science, statistics, econometrics, or a related specialization.
– A minimum of 5 years of relevant experience in educational planning, business analysis, or related fields.
– a minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number.
– Proven expertise in gathering and analyzing requirements for educational systems or similar projects.
– Proven experience in the design and development of education simulation models
– Strong proficiency in data analysis tools and qualitative skills.
– In-depth understanding of class formation processes, teacher requirements calculation, and educational resource allocation.
– Excellent analytical and problem-solving skills, with the ability to translate findings into actionable recommendations.
– Strong communication and presentation skills, with the ability to convey complex concepts to both technical and non-technical stakeholders.
– Detail-oriented approach with the ability to manage and analyze large datasets.
– Ability to work independently, meet deadlines, and deliver high-quality results.
– A master’s degree or higher in a relevant field such as education, statistics, or econometrics is preferred.
