TERMS OF REFERENCE

Title of Assignment: eLearning IT Expert

Name of unit/sector: WIPO Academy

Place of Assignment: WIPO Headquarters, Geneva, Switzerland

Expected duration of assignment: February 19 to December 31, 2024

1. Objective of the assignment

The WIPO Academy provides Intellectual Property (IP) education and online training for the benefit of WIPO Member States, in particular developing countries, least-developed countries (LDCs) and countries in transition. It provides its training through specific education and training programs that utilize an IT platform.  The aim of the eLearning IT Expert is to support the Academy’s eLearning IT Solutions Manager in all IT projects, in particular, assisting in the whole software development lifecycle. The eLearning IT Expert will play a role in the ongoing enhancement of the WIPO Academy IP eLearning Center (WeLC) applications. This will involve a comprehensive analysis of the existing systems to identify areas for improvement, gathering user and technical requirements.

The Academy makes continued improvements to its existing IT platform in order to respond to the increasing demand for real-time IP knowledge development by large number of its online learners. Throughout the years, the Academy has developed and integrated several applications to offer new online services to WIPO users. With continuing technological innovations, more enhanced applications are under development or planned to be developed and integrated to the WIPO Academy IP eLearning Center for an engaging user experience, with a focus on internationalization (I18N), responsiveness and accessibility.

This ToR is intended to cover the deliverables by the eLearning IT Projects Expert and the skills set that are necessary in support of the Academy’s eLearning IT projects.

2. Deliverables / services

The Contractor will:

a) Address and resolve system-related issues encountered by both internal and external users on the WIPO eLearning Centre (WeLC) platforms;
b) Conduct WeLC platform security briefings and provide comprehensive walkthroughs to effectively onboard new WIPO colleagues;
c) Actively monitor IT incidents, issues, and requests managed through the WeLC Ticketing System, ensuring timely follow-up with stakeholders and resolution of tickets;
d) Administer and issue digital certificates for online seminars, trainings, and summer schools in collaboration with relevant business stakeholders and their participants, using internal processing systems;
e) Utilize data visualization and business intelligence software to extract Key Performance Indicators (KPIs) and generate statistical reports for Program Heads and relevant stakeholders;
f) Participate actively in the project coordination of application support phases, followed by close collaboration with the IT team through the SDLC;
g) Participate in all phases of Academy IT projects, including conception and initiation, planning, execution, monitoring, and closure, with a focus on requirements management and stakeholder coordination;
h) Compile periodic reports, document meeting notes, and coordinate quality control measures to ensure effective IT project management;
i) Draft and maintain user guides for the WIPO eLearning Center (WeLC) applications and modules, ensuring their relevance and accessibility to users;
j) Perform other related duties as required;

3. Reporting

The Contractor will be under the supervision of the eLearning IT Solutions Manager, under the overall Distance Learning Program.

4. Profile

The Contractor should have:

  • A degree in Information Technology or relevant fields, accompanied by a minimum of 5 years of work experience in IT project support, project management, or overseeing software testing processes.
  • Excellent written and spoken knowledge of English is mandatory. Proficiency in additional UN languages is an asset.
  • Experience with Learning Management Systems (LMS) is an asset.
  • The ability to think creatively and synthesize findings.
  • Excellent communication and interpersonal skills with the ability to work well in a multilingual and multi-cultural environment, with strong client service orientation.
  • High level of organizational skills with flexibility and ability to work within strict time limits and deadlines. Highly developed problem-solving, critical thinker and multi-tasking skills.

5. Duration of contract and payment

The contract will start on February 19, 2024, and will end on December 31, 2024 at a 65% working rate.

The applicant shall provide an indication of their remuneration expectations in Swiss francs (daily rate). The contract might be renewed upon satisfactory performance and availability of funds.
