The position is in the United Nations Mission in South Sudan (UNMISS). The position is based in Juba and is located in the Electoral Affairs Division (EAD), which is part of the UN Integrated Electoral Assistance Team (IEAT). The Electoral Officer (Election Security) will report to the Senior Electoral Officer – Operations. The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS’s mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R- ARCSS). Furthermore, Security Council Resolution 2729 (2024) called on the UNMISS to provide technical assistance to the electoral process, to include capacity-building, and logistical support, as appropriate, in coordination with the United Nations Country Team and regional and international partners as well as electoral security support, including training, to facilitate the electoral cycle, consistent with the R-ARCSS and in coordination with relevant electoral stakeholders.
Responsibilities
Within delegated authority, the Electoral Officer (Election Security) will be responsible for the following duties: – Implement, and often supervise the implementation of, electoral programs and processes in election security planning, coordination, training and implementation – to include capacity building, logistical and operational planning and leading support to intra-governmental and intra UN and international community support to election security assistance. – Analyse, report, and brief on the context in which the election will take place in South Sudan (i.e. social, political, inter-ethnic, security, economic risk factors). – Identify potential risk factors, developing tactics and security plans in line with UNDSS SOPs and procedures, in coordination with UNDSS, JMAC, JOC, UNPOL and others – including and as related to early warning. – Lead security risk assessments and promote appropriate risk mitigation strategies in partnership with relevant stakeholders. – Assist the National Election Commission (NEC), Political Parties Council (PPC), the National Police Service (NPS) and other security sector national counterparts in the preparation of documentation, reports and briefings pertaining to electoral security, including but not limited to, Election Security Concept of Operations; Election Security Plan; Weekly Election Security Reports and Topical Security Reports as needed. – Lead and represent EAD/IEAT in external electoral security meetings as required. – Lead in development of risk assessments and security contingency plans; taking on board situational specifics of different geographical areas of the country. – Support, develop and implement security procedures and operating structures on election security, including information and reporting systems. – Based on good global practices, design a security curriculum and lead the support to the training on electoral security, including delivery, training of trainers, content development. – Undertake analyses on a regular basis to support project counterparts on early warning capabilities and to develop appropriate mitigation strategies. – Support IEAT in developing an effective partnership with other relevant stakeholders, including but not limited to AU, IGAD, RJMEC, UNPOL, JOC, JMAC, UNDP, and UNDSS to ensure coordination as relevant and information sharing. – Lead the team in preparation of documentation and reports pertaining to this function and election security, including but not limited to Security Concept of Operations; Security Plan; Weekly Security Reports; Topical Security Reports as needed. – In close consultation with Field Teams, and in conjunction with UNDSS ensure that security requirements are met according to the needs of the National Movement Plan and the existing security situation. – Contribute to, and often supervise, the contribution to capacity-building and training of national counterparts and strengthening of national institutions on election security best practices from other electoral exercises across the globe. – If required, supervise and manage the performance of national and international staff assigned to the area of responsibility. Liaise with internal and external actors, including UNDSS and other security entities, to ensure comparison and integrity of security reports and incidents, and coordination of reporting and information sharing as related to election security. – Establish and maintain professional and productive partnerships with national counterparts, UN/international partners, and other key stakeholders in the electoral process. – Lead, and oversee the coordination on operational and logistical support and planning as related to elections security, which could include supporting the movement of election materials in coordination with the National Elections Commission and national security officials. – Compile and provide regular briefings to the UN, and international and national stakeholders, in addition to developing reports on security and election security issues in close collaboration with other relevant partners. – Perform other related duties as required. Work implies frequent interaction with the following: Officers in UNMISS and officers of UNDSS, UNPOL, JOC, JMAC, and other UN agencies (e.g. UNDP), staff of specialized agencies, representatives of the Government, Legislative Assembly and other relevant national interlocutors, including the National Election Commission and Political Parties Council, among others. Results Expected: The support of the United Nations in the area of responsibility contributes to credible, peaceful and inclusive elections. The United Nations mandated support in the area of responsibility is implemented effectively, using resources efficiently and minimizing risks to the organization. The supervisor has access to accurate and timely information as well as advice on the electoral process and its implications, specifically in the area of responsibility.

Education
Advanced university degree (Master’s degree or equivalent) in security studies, political science, international relations, law, public administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in elections and related areas in at least three (3) countries of which at least three (3) years of experience at senior level in supervising, implementing, supporting or advising on electoral processes in the area of electoral security is required. United Nations electoral experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is desirable. Experience working in developing countries is required. Experience in electoral security and operations is required. Experience with training of security sector actors is desirable. Previous work experience in support of, preferably embedded within, an Election Management Body is desirable. Experience working in post-conflict situations is desirable. Experience in managing projects is desirable. Previous experience of managing teams of different backgrounds is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
