This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), duty station Bangui. The Electoral Officer (Reporting), P3 reports to the Chief Electoral Officer through the Senior Electoral Officer.
Responsibilities
Within delegated authority, the Electoral Officer (reporting ), P-3 will be responsible for the following duties: • Report on the following areas, as required: • Legal reform for decentralization , complaints and dispute resolution, planning and budgeting, infrastructure development, operations including field operations, procurement, logistics, security, information and communications technology, data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, administrative support, political parties and civil society, gender mainstreaming, capacity-building, institutional reform . • Maintain up-to-date knowledge of events relating to the electoral and political process in the Central African Republic; • Keeps abreast of latest trends and developments in the Central African region; • Provide project and programme management and support, including budget management and monitoring, and monitoring, and reporting of results to UN bodies; • Provide, and, in exceptional cases, supervise the provision of, support, technical assistance and advice in the above areas as required. • Provide, and, in exceptional cases, supervise the provision of support technical assistance and advice in the above areas as required. • If required, supervise and manage the performance of national and, in some cases, international staff assigned to the area of responsibility. • Monitor the impact of domestic and international norms and processes on female participation. • Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process. If required, compile and provide regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners. • Contribute to ensuring the visibility of the Mission’s efforts towards the electoral process by providing status reports, analysis and information, and coordinating and facilitating information sharing among various stakeholders; • Ensure responsibility for reporting within the Mission with regards to administrative/budget matters including RBB, and CPAS • Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science international economics, international relations, law, public administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of five (5) years with a masters or seven (7) years with a Bachelor degree of progressively responsible experience in elections , political analysis and related area is required At least two (2) years of experience of reporting both in English and French, is required At least two (2) years of experience in implementing, supporting or advising on electoral processes is required Experience related to elections in a United Nations peacekeeping operation, political mission, and/or a UN agency is desirable Experience in post-conflict situations and/or in developing countries is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required.
