CONTEXT:
The Emergency Division may lead some emergency response or support the Geographic Division to respond to new disaster (part of the preparedness related activities) depending on the intensity of the crisis and the capacity of the program in place.
The Emergency Pool is composed of a team of emergency experts, ready to deploy within 72 hours.
The Emergency Division has identified 3 modalities of intervention of the emergency pool.
1- Exploratory mission: for example, to conduct rapid assessment (in the field being part of the exploratory team or remotely to provide technical guidance to the exploratory team)
2- Openings: for example, to launch new emergency operations in the field, supporting in designing inclusive proposals, identifying technical resources, etc. (in the field through deployment or remote technical support and guidance)
3- Capacity Building (HI Program): strengthening emergency preparedness and response, for example, to support pre-established programs and teams to respond to new disaster in the field (in field or remote technical support) : this should be done in a collaborative manner to identify specific needs/gaps at program level;

As for today, the emergency pool is composed of 7 emergency specialists. The Emergency IHA (Inclusive Humanitarian Action) Manager would increase the team to 8 emergency specialists.

DESCRIPTION DE POSTE :

Under the responsibility of the Emergency Pool Manager and in close coordination with the HQ IHA Emergency Specialist, the Emergency IHA Manager will be in charge of:
Responsibility 1: Participate and contribute to initial diagnosis during emergencies and coordinate the rollout and scale-up of the emergency response operations from IHA perspective following a humanitarian crisis
• Contribute to the definition of the strategy, methodology, tools and enhance teams (and partners) capacities during the initial diagnosis (rapid multi sectoral needs assessments, context analysis and mapping of services and organizations, etc.), enhancing evidence on basic and specific needs and barriers for persons with disabilities and their meaningful participation;
• Assess the IHA environment and stakes following a disaster/crisis to support consistent context analysis with accurate data;
• Assess HI IHA capacity in country/area of potential intervention and provision of technical support to upscale HI inclusive response capacities;

Responsibility 2: Under the supervision of the Emergency Pool Manager or Manager on the field (depending on programs’ organizational chart), lead and coordinate IHA operations deployment in the framework of new program or area/project opening following a disaster/crisis, in accordance with Humanity & Inclusion´s rules and standards and those of its donors
• Active contribution to strategize, develop and launch of emergency response and the implementation of its strategy
• In charge of the definition of operational technical, budgetary and logistical framework of the IHA emergency interventions with the support of the HQ Emergency IHA specialists and in compliance with internal and international frameworks;
• Support for the implementation of integrated and inclusive approaches, through a strong collaboration and coordination with the Physical and Functional Rehabilitation, WFS and MHPSS managers of the Emergency Pool as well as other HQ Global Emergency specialists, in particular protection specialist

Responsibility 3: Contribute to the institutional capitalization and participate in the development and update of Humanity & Inclusion´s emergency methodologies, procedures, tools and trainings
• Participate in, systematize and ensure learnings through development of lessons learnt in the domain of the emergency response in your field of expertise (IHA) in close collaboration with HI Emergency Division and IHA Technical Division collaborators;
• Contribute proactively to the conception of emergency preparedness and response processes and methodologies in coordination with relevant team members, especially through strong collaboration with the REACT (preparedness) team on the preparedness component (supporting workshop, revision of tools, etc.);
• Contribute to the development, testing/piloting and / or optimization of the tools, procedures and resources used by Humanity & Inclusion for emergency response in close collaboration with the technical specialist and other Emergency pool members to strengthen context analysis and needs assessment;

Responsibility 4: Represent and promote Humanity & Inclusion´s mandate in the framework of the emergency responses in your field of expertise;
• Promote the mandate and its positioning in relation with other partners;
• Represent and participate in response coordination mechanisms to contribute ensuring inclusive humanitarian response. Depending on needs and context contribute and/or lead IHA multi-stakeholder coordination initiatives
• Participate upon request of the hierarchy, in actions related to advocacy and institutional campaigns implemented by Humanity & Inclusion at headquarters and / or in the field;
• Contribute to the mobilization of public and private actors to ensure a better inclusion of disability (and gender, age or other context factors) in their coordination, programs and initiatives.

Responsibility 5: Promote disability-inclusion within the emergency division and strengthen inclusive programming (in link with gender and age) within preparedness and responses (in-field and remotely)
• Identify the gaps and the needs within the emergency division in terms of inclusive programming;
• Support the operationalization of the IASC Guidelines on Inclusion of persons with disabilities in humanitarian action within the emergency division, especially emergency pool and REACT team;
• Develop and deliver targeted trainings on inclusion and inclusive programming in order to strengthen context analysis and needs assessment and risks analysis, etc.

Responsibility 6 (task 6): Ensure Surge and technical support mechanism is reflective of HI technical field experience
• Coordinate regularly with the Policy & Development Lead on IHA, governance and protection to exchange on learning and processes, as well as support the adaptation of tools for a localized surge mechanism;
• Engage in capacity development efforts (remote or in-country) on localized surge capacities in a pilot country

As per the 3rd modality of intervention related to Capacity Building of HI Program in link with strengthening emergency preparedness and response, the IHA Emergency manager could provide technical support to pre-established programs and teams (emergency context or chronic crisis) based on program’s needs to respond to new disaster and/or adapt in the field. This type of support can be done in field through deployment or remotely and coordinated with the REACT Team and other emergency team members.
Exceptionally, the IHA Emergency manager could be asked to cover some existing field gaps related to inclusion (up to 3 months through deployment) to support direct coaching of existing field staff to reinforce current programs capacities on inclusive programming, emergency preparedness and response (including in chronic crisis context).

PROFIL ATTENDU :

• You hold a degree Master’s Degree (or equivalent experience) in social work, gender or disability studies, humanitarian action or related humanities field
• You have at least 3 years of experience in emergency response and at least 2 years in a IHA coordination/manager position or similar in emergency or post-emergency assistance;
• You have confirmed experience in team management and representation
• You master emergency donors regulations and process, in particular donor policies and operational procedures related to IHA
• You demonstrate high capacity on designing and leading on strategies and tools development for inclusive programming, data and coordination in emergency preparedness and response

Excellent command of French and English (oral and written) essential. Spanish or Arabic is a plus.

Based in Lyon when you visit HQ, the position is located in Open Space, boxes are available for quieter if necessary and the workspace is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.
Concerning the building, elevators and access ramps are available.

CONDITIONS :

• Type of contract: Fixed terms contract of 10 months
• Executive status: 39h per week with 9.5 week of holiday/RTT
• Based 60% of the time in the field and 40% in HQ
• Specific bonus and recovery conditions for time spent in the field
• Additional benefits: perdiem and hardship allowances, and health insurance
