ABOUT THE JOB
Under the direct supervision of the Emergency Team Leader, the Emergency Officer is responsible for the implementation of DRC Afghanistan’s emergency activities in Kunar province. He/She will be engaged in the technical assessment of emergency assistance with shock, disaster-affected households. He/she will be responsible for the selection of beneficiaries and liaising with relevant communities. The Emergency Officer must ensure that approved emergency guidelines (standard operational manual) are followed and adopted during emergency response. The job holder also will work in close cooperation with local authorities and local communities.
Responsibilities:
The responsibilities of the Emergency Officer include, but are not limited to:
- To ensure that assessments, identification, selection, and verification of beneficiaries are implemented as per agreed methodologies and that vulnerability criteria are taken into consideration.
- To supervise emergency response activities that beneficiaries will undertake and ensure that approved emergency guidelines/SoPs are followed and adopted and to assist target beneficiaries with these guidelines during repairing of their shelters.
- Participating in rapid needs assessments in the field using HEAT tools, including data collection, both through paper based and digital forms.
- Establish good contact and linkages with other humanitarian actors in the field.
- Coordinating, conducting emergency field distributions
- Conducting Rapid Market assessments.
- Leading the joint assessment.
- Taking part in sectoral integration within active program of DRC.
- Data collection, both through paper based and digital forms.
- Contribute to basic reports on needs assessments and proposed responses.
- Travel within and out the region to support the emergency response all over the country; including when requested, joining a DRC flying team and be ready to be re-allocated for short period and with short notice, outside the normal area of operation (within the country).
- Any other tasks assigned by supervisor.

ABOUT YOU
To be successful in this role you must have:
Experience and technical competencies:
- At least one year’s experience within humanitarian organizations, prior experience, IDP, or natural disaster responses is desirable.
- At least 2 years’ experience in engagement with the community Interested qualified female candidates with a minimum of 1 year of relevant working experience will be considered for the next stage of the recruitment process.
- Understanding of context, particularly humanitarian emergency response will be considered as an asset.
- Having experience of digital data collection and understanding of Kobo toolbox.
- Having good communication skills, with regular reporting capacity both oral and written.
- Having ability of working in a team and individually.
- Understanding the current contextual challenges including beneficiaries’ selection, community assessments & local authorities interference.
Education/qualifications:
- University degree in related field in social sciences from recognized university
Languages:
- Working level spoken and written English.
- Ability to understand both Pashto and Dari.
