Responsible for theoveralldirectionand performanceofthe entire emergency WASHprogramportfolio for the $4million Cyclone Freddy response in two provinces.Dutiesinclude ensuring all WASH activities are completed on time, within budget and in alignment with technical quality standards; settingstandardsfor projectimplementation,monitoringworks completion across four separate donor-funded projects;overseeingproject planningand monitoring spending;supportive supervision and performance management to all other emergency WASH staff; andrepresentingthe COtoexternalorganizations such as in the WASH cluster.

Responsibilities:

1.Staff Management – Supervise, lead, guide, support and manage all WASH staff working on the response in both Inhanbane and Zambezia, enabling them to fulfill their roles and responsibilities to meet all project objectives.

  • Assure timely and quality recruitment, induction, coaching and mentoring of high caliber WASH staff in a challenging work environment.
  • Ensure all staff have workplans and are held accountable to a high level of performance.
  • Ensure a gender responsive work environment and conduct gender equitable staff recruitment.
  • Ensure strong working relationships between WASH team members and other field staff.

2.Technical Quality and Implementation – Ensure high level quality and achievement of all WASH objectives/results through effective implementation, monitoring, reporting and learning.

  • Provide key technical leadership and strategic guidance in the development, implementation, monitoring, and learning from all emergency WASH projects and programs.
  • Coordinate and lead activities to ensure effective use of time and resources and quality achievement of objectives within budgetary constraints.
  • Cultivate cross-programmatic synergies with other sectors such as Shelter, Protection, Livelihoods, etc.
  • Ensure project data and information collected are analyzed in timely and quality manner, and made accessible to donors and management in a form usable for decision making.
  • Ensure quality narrative and financial reports, and other internal and external requirements are handed in on time and in line with CARE and donor requirements.
  • Work closely with units in Program Support (finance, procurement, HR, Logistics, etc.,) to ensure proper coordination exist for efficient program implementation.

Resource Mobilization

  1. Identify and secure additional emergency WASH funding.
  2. Ensure that concept notes and proposals meet all donor requirements for the WASH sector.
  3. Coordinate external technical assistance to ensure high quality program designs for WASH.
  4. Coordinate with other sectors to ensure collaboration and ensure that crosscutting

External Relations and Partnerships

  1. Develop and maintain strong relations with key WASH donors.
  2. Represent CARE at the relevant sector fora, conferences, and high – level meetings.
  3. Establish and maintain good relationships with relevant – counterparts/departments of the government, CI members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations.
  4. Support and work effectively in coalitions, networks and social movements.

Qualifications:

  • Advanceddegreein relevant subject area at least 7 years technical experience
  • Bachelordegree+7years’technicalexperience
  • Fluency in English.
  • At least 7 years of technical experience in WASH for emergencies. Familiarity with SPHERE minimum standards and other UN WASH standards.
  • At least 7 years of supervisory experience.
  • At least 7 years ofexperienceinprojectmanagement.
