The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.
The IEA seeks to recruit multiple Energy Policy and Market Analysts to work in the Renewable Market and Policy team of the Renewable Energy Division covering electricity, heat and biofuels. The Analysts will contribute to the Agency’s work of renewable energy policies and markets including short- and medium-term forecast, the monitoring of policy development, provide background research and gather data on renewable energy policies and measures in the electricity, heating and transport sectors in both OECD Member and non-Member countries.
The selected candidate will be part of a team of enthusiastic professionals working under the guidance of a senior renewable market and policy analyst and of the Head of the Renewable Energy Division.
Main Responsibilities
Analysis and Teamwork
Under the supervision of the Senior Analyst and the guidance of the Head of the Renewable Energy Division, contribute to the production of the annual publication, “Renewable Energy Market Report”, IEA’s five year forecast for electricity, transport and heat, and to other work streams on renewable policy and markets including thematical special reports.
The analytical work will cover market, cost and policy analysis related to renewables. Multiple positions will cover three difference sectors namely electricity, heat and transport (the online application process will ask specific questions on your expertise area. The work will involve the management of large energy statistics datasets and the development of forecasting models based on these. Selected candidates will be contributing to the production process, strategic communications and marketing activities of the IEA’s “Renewable Energy Market Report”, as well as other IEA publications as needed especially on clean energy supply chains.
Working as part of a small team, the Analyst will be responsible for:
- For analysts applying for electricity position(s):
- Analysing market and policy developments in the renewable electricity sector and modelling the medium-term market forecast for specific regions and countries.
- Analysing the deployment and cost implications of different renewable energy policies.
- Extending IEA’s policy analysis on remuneration, permitting and manufacturing for renewable electricity technologies and developing country case studies and best practice documents.
- For analysts applying for biofuel position(s):
- Analysing market and policy developments of biofuels and modelling medium-term forecast for demand, supply and trade.
- Monitoring biofuel policy and cost developments for existing and upcoming technologies and analysing data on biofuel feedstocks in large producer countries in order to support IEA work on sustainability.
- Extending IEA’s policy analysis on biofuel demand and supply and developing country case studies and best practice documents.
- For analysts applying for renewable heat position(s):
- Analysing market and policy developments of renewable heat technologies including bioenergy, geothermal and solar thermal but also electricity uses for heating purposes for both industry and buildings.
- Monitoring cost developments for renewable heat technologies and developing comparative cost analysis with fossil fuel alternatives for residential, commercial and industrial applications.
- Extending IEA’s policy analysis on renewable heat and developing country case studies and best practice documents.
Liaison and Outreach
The Analyst will be responsible for:
- Collaborating with other divisions in the Agency, providing analysis on renewable energy and its role in energy markets and systems.
- Contributing to develop and maintain contacts with governments, other international organisations, industry and other stakeholders.
- Participating in preparations for meetings of the standing committees, working parties and other workshops as part of engagement with IEA family members, including the development of reports, analysis and information items.
- Promoting the work of the Agency externally to a wide range of audiences through participation in workshops, making presentations and holding bilateral meetings.
Ideal Candidate Profile
Academic Background
- An advanced university degree in engineering, physical sciences, statistics, international relations, economics/econometrics, public policy or other relevant disciplines:
Professional Background
- A minimum of three to five years’ experience in the field of renewable energy policies and technologies.
- A good appreciation of the technical, economic and policy issues that influence the deployment of renewable energy.
- A good understanding of renewable energy financing mechanisms and investment environment – experience in the finance industry would be an advantage.
- Experience in writing reports on complex, renewable energy-related subjects for a policy maker audience.
- Experience in managing and analysing large datasets of energy statistics. Ability to develop and maintain forecasting models based on these datasets.
- Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables, programming skills such as VBA) will be an advantage.
- Experience in the development of quantitative metrics to assess policy and regulatory frameworks in OECD Member and non-Member countries.
Languages
- An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Contract Duration
- Two year fixed term appointment, with the possibility of renewal.
What the OECD offers
- Depending on level of experience, monthly salary starts at either 6 672.15 EUR or 8232.66 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process:
For retained candidates, written tests/video-recorded interviews are foreseen for mid May and panel interviews are planned early June 2023.
