The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.

The CFE Communications Team is looking for an Engagement and Channels Lead to work predominantly on digital content. The environment is fast paced. The Communications Team deals with multiple competing demands across a wide range of topics covered by the CFE

The selected person will work under the supervision of the Head of the Communications and Public Relations Unit.

Main responsibilities

Social media management

  • Manage the CFE social media accounts, including:
  • Developing a social media engagement strategy to maximise the reach of CFE content to appropriate audiences.
  • Planning and schedule content ensuring a balance of content and materials from across the Directorate
  • Designing impacting digital visual content (short videos, data viz, branded images, Highlights):
  • Working in co-operation with divisions to draft engaging language.
  • Tagging content and leading direct engagement with key audiences.
  • Work with various teams to develop metrics and analytics to understand how online audiences interact with CFE products and tailor digital content to reach target audiences more effectively.
  • Provide advice and training to CFE staff on how to best maximise their social media presence.

Digital communications

  • Co-ordinate the electronic newsletter and other outreach efforts including scheduling, collating, producing content and distribution via the Adestra tool.
  • Contribute to the design and dissemination of high-quality communications and training materials targeting a variety of stakeholders. Example materials include short videos, digital stories, dynamic data viz, blog articles, short versions of reports and communications for social media. This will involve the design of visual assets and packages (e.g., icons, data viz and PowerPoint) as well as digital templates. 
  • Develop materials for internal CFE communications such as the CFE Events email, publication releases, etc.) 
  • Support branding effort for events such as ministerial meetings, major conferences, fora, etc.

Other

  • Help maintain the Directorate’s web pages.
  • Review and approve content on the Division’s project pages which have been drafted and submitted to the CMS by Division web contact points or team members.
  • Provide guidance, tools and templates to Division communication focal points as needed.

Ideal Candidate Profile

Academic Background

  • Post-secondary education, preferably a university degree in Communications, Journalism or Information Technology.

Professional Background

  • Editorial skills and experience in writing messages for different audiences and presenting information in a creative, clear, direct, and lively style.
  • Proficiency in digital content creation, web writing, blogging, social media, and ability to analyse trends and results.
  • Experience in web design and maintenance, include intermediate to advanced CMS Skills.
  • Experience with OECD policy or similar experience in another international organisation, would be an advantage.
  • Proven experience in working in a fast pace environment demonstrating ability to multitask and take initiative.

Tools  

  • Very good knowledge of modern IT applications (Outlook, Word, Excel, PowerPoint, SharePoint).
  • Experience using social media and web tools and platforms, HTML, web 2.0.
  • Experience with Adobe Creative Suite (including video) and ability to learn new tools quickly.
  • Knowledge of event apps (Swapcard, OECD event app) would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, initial screening through written tests/video-recorded interviews are foreseen for the week of May 15th and panel interviews are planned for the beginning of June.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
