Org. Setting and Reporting
This position is located within the Mission Support Service of the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya. Tripoli is classified as a Hardship “E” duty station and a non-family duty station. The incumbent will report to the Chief of Unit, Engineering and will be under the overall supervision of the Chief of Mission Support (CMS) through the Chief Service Delivery/Supply Chain Management (CSDSCM).
Responsibilities
Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties: 1.Administration – Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field. – Prepare reports and other associated engineering related information, for progress reporting, and special reports for quality, cost, or schedule variances, etc. – Draft responses to both internal and external audit observations on engineering tasks and activities in the mission. – Develop design documentation including Scope of Works, drawings, BOQ for construction, infrastructure development projects. – Determine requirements and preparing scopes of work for high-value, complex goods and facilities services contracts. 2.Planning – Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work-plans. Monitor actual costs and schedule performance against the approved budget and baseline schedules. – Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection. Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. – Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. 3.Implementation – Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission’s engineering activities, taking into account quality management and risk management best practices. – Applies advanced project management techniques to ensure proper construction management and cost, schedule and quality control techniques. – Carries the calculation of blast loading and its impact pressure on buildings. Conducts structural blast design analysis using relevant code and software, for multistory hard structure reinforce concrete and steel structure buildings subject to specific blast loading. – Conducts research on development of new technical systems related to green building and follow development to identify improved methods and equipment to decrease energy consumption and emission of greenhouse gas. – Ensure that daily activities are in compliance with the Department of Peace Operations (DPO)/Department of Operational Support (DOS) Environmental and Waste Management policies and in line with the DOS Environment Strategy objectives. – Perform other related duties as assigned by the Chief of Unit, Engineering.

Education
Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Project Management Professional or PRINCE 2 Practitioner is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in engineering projects management including at least two years at the international level is required. Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Experience in designing and construction implementation of multistory reinforce concrete buildings subject to blast loading is desirable. Progressively responsible experience in the facilities maintenance and operation, determining requirements and preparing scopes of work for high-value, complex goods and facilities services contracts is desirable. Experience in design and implementation of projects related to green buildings and renewable energy, optimization of carbon footprint of buildings is desirable. Experience in design and construction of buildings and infrastructure development projects of high complexity, which include waste-water treatment, waste-management, renewable energy components is desirable Related experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non- governmental organization- in a conflict or post-conflict setting is desirable. Work experience in the application of the following software: AutoCAD; Revit; MS Project; MS Office is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.
